ԱՄՆ-ը սպառնացել է ռուսական բանկերի մասնաճյուղեր բացող երկրներին

Արտերկրում ռուսական բանկերի դուստր ձեռնարկությունների կամ մասնաճյուղերի բացումը պետք է «կարմիր դրոշ» լինի այլ պետությունների համար, քանի որ Ռուսաստանը կարող է այդպիսով փորձել շրջանցել Ուկրաինայի պատերազմի համար իր նկատմամբ սահմանված պատժամիջոցները, զգուշացրել են ԱՄՆ ֆինանսների նախարարության օտարերկրյա ակտիվների վերահսկողության գրասենյակից (OFAC):
Այս կապակցությամբ OFAC-ը արտասահմանյան բանկերին հորդորել է զգուշանալ նոր օտարերկրյա մասնաճյուղերի կամ ռուսական վարկային հաստատությունների դուստր ձեռնարկությունների հետ գործարքներից, այդ թվում նրանց հետ, որոնք նկատմամբ ԱՄՆ պատժամիջոցներ սահմանված չեն:
«Ցանկացած օտարերկրյա ֆինանսական հաստատություն, որը հարաբերությունների մեջ է մտնում նման ստորաբաժանումների կամ դուստր ձեռնարկությունների հետ, ներառյալ հաշիվների սպասարկումը, միջոցների փոխանցումը կամ այլ ծառայությունների մատուցումը, ինչպիսին են վճարումների մշակումը, առևտրի ֆինանսավորումը և ապահովագրությունը, պետք է հաշվի առնեն պատժամիջոցների զգալի ռիսկերը», - նշել են OFAC-ում:
Միաժամանակ գերատեսչությունում հավելել են, որ սննդի, գյուղատնտեսության, բժշկության, էներգետիկայի և հեռահաղորդակցության ոլորտներին առնչվող գործարքները առաջվա պես թույլատրվում են։
OFAC-ի նախազգուշացուման մեջ ընդգծվում է, որ ԱՄՆ գանձապետարանը մի շարք գործիքներ ունի՝ «խափանելու համար Ռուսաստանի փորձերը ֆինանսավորելու իր ռազմաարդյունաբերական բազան, ներառյալ՝ արտասահմանում նոր ներկայացուցչությունների կամ ֆինանսական հաստատությունների դուստր ձեռնարկությունների ստեղծման միջոցով»:
Մասնավորապես, գերատեսչությունն անդրադարձել է Բանկային գաղտնիքի մասին օրենքին (Bank Secrecy Act, BSA)՝ որպես գործիք՝ հակազդելու համար ռուսական բանկերի՝ այլ երկրներում իրենց մասնաճյուղերն ու դուստր ձեռնարկությունները հիմնելու փորձերին:
