Ադրբեջան կոչվող արհեստածին կազմավորումը իրական խնդիր է, որի գոյությունն մշտական վտանգ է Հայաստանի և տարածաշրջանային խաղաղության ու կայուն զարգացման համար։ Այս մասին գրել է իրանագետ Վարդան Ոսկանյանը:

«Այդպես էլ չընկալելով Բաքվի բարբարոսական վարչախմբի բնույթն ու էությունը, մենք շարունակում ենք կարծել, թե կան առանձին վերցրած Արցախյան հիմնախնդիր, սահմանազատման և սահմանագծման ինչ-որ հարց և այլ «տեղային» խնդիրներ։

Այս մոտեցումը մեզանում կտրականապես սխալ է և չի դիմանում որևէ քննադատության, քանի որ, դիցուք, Արցախի ամբողջական բռնազավթումից և այնտեղ իրականացված էթնիկ զտումից հետո էլ Հայաստանի հանդեպ պահանջները չեն դադարել, Սյունիքում, Տավուշում և Գեղարքունիքում զիջումներից ու Հայաստանի տարածքների բռնազավթումից հետո նույնպես մեր նկատմամբ լկտի նկրտումները շարունակվում են և այսպես շարունակ։

Մինչդեռ իրականում խնդիրն ինքը՝ Ադրբեջան կոչվող արհեստածին կազմավորումն է իր բռնապետական և հակամարդկային վարչախմբով, որի այս տեսքով և ձևաչափով գոյությունն իսկ մշտական վտանգ է Հայաստանի և տարածաշրջանային խաղաղության ու կայուն զարգացման համար։

Հետևաբար Հայաստանում մեր պետության զարգացման և հզորացման խորքային օրակարգը պետք է ձևավորվի այն հիմնական ելակետից, ըստ որի՝ նույն այդ զարգացման և հզորացման առանցքային խոչընդոտը հենց արհեստածին Ադրբեջանն է իր բարբարոսական վարչախմբով կամ, այլ խոսքերով, մեզ համար պետք է գոյություն ունենա Ադրբեջանի խնդիր, որի լուծման պարագայում միայն մենք կկարողանանք ապահովել հազարամյակների խորքից եկող մեր պետականության արժանապատիվ զարգացման և հզորացման սուրբ նպատակի իրագործումը»։
