«Փաստ» օրաթերթը գրում է.

Ֆինանսների նախարարությունն առաջարկում է լրացումներ և փոփոխություններ կատարել Հարկային օրենսգրքում: Նախագծի ընդունման արդյունքում ակնկալվում է արգելել մասնագիտական աշխատանքների կատարման և ծառայությունների մատուցման կազմակերպումը շրջանառության հարկի կամ միկրոձեռնարկատիրության հարկման համակարգերում: Նշվում է, որ կառավարության կողմից իրականացվող քաղաքականությունն ուղղված է հարկման հատուկ համակարգերի կիրառության շրջանակի կրճատմանը: Այս քաղաքականության իրականացման ուղղություններից է մասնագիտական բնույթ ունեցող աշխատանքների կատարումը և ծառայությունների մատուցումը հարկման հատուկ համակարգերից դուրս բերելը: Այս առումով առաջին փուլի օրենսդրական փոփոխություններն արդեն իսկ կատարվել են, որոնք ուժի մեջ են մտնելու 2025 թ.-ի հունվարի 1-ից:

Խոսքը փաստաբանական և նոտարական գործունեությունը հարկման ընդհանուր համակարգ տեղափոխելու մասին է: Խնդիրն այն է, որ առկա են մասնագիտական բնույթ ունեցող մի շարք այլ աշխատանքներ և ծառայություններ, որոնց հարկումը հարկման հատուկ համակարգերում դեռևս թույլատրված է: Այս առումով հարկման հավասարության սկզբունքի ապահովումը ենթադրում է, որ մասնագիտական բնույթ ունեցող այդ աշխատանքների և ծառայությունների հարկումը նույնպես պետք է տեղափոխել հարկման ընդհանուր համակարգ: Այսպիսով՝ նախագծով առաջարկվում է մի շարք մասնագիտական աշխատանքների և ծառայությունների հարկումը տեղափոխել հարկման ընդհանուր համակարգ:

Մասնավորապես, առաջարկվում է սահմանափակել շրջանառության հարկի և միկրոձեռնարկատիրության համակարգերում գործունեության հետևյալ տեսակների կազմակերպումը. «Շինարարություն» հատվածում ներառվող շենքերի շինարարություն, քաղաքացիական շինարարություն, մասնագիտացված շինարարական գործունեություն, «Անշարժ գույքի հետ կապված գործունեություն» հատվածում ներառվող անշարժ գույքի հետ գործառնություններ վարձատրությամբ կամ պայմանագրային հիմունքով, «Մասնագիտական, գիտական և տեխնիկական գործունեություն» հատվածում ներառվող իրավաբանական և հաշվապահական գործունեություն, գլխամասային գրասենյակների գործունեություն. կառավարման հարցերով խորհրդատվական ծառայություններ, ճարտարապետական և ճարտարագիտական գործունեություն. տեխնիկական փորձարկումներ և վերլուծություններ, գիտական հետազոտություններ և մշակումներ, գովազդային գործունեություն և շուկայի իրավիճակի հետազոտություն, մասնագիտական, գիտական և տեխնիկական այլ գործունեություն, անասնաբուժական գործունեություն, «Առողջապահության և բնակչության սոցիալական սպասարկում» հատվածում ներառվող առողջապահություն, բնակչության սոցիալական սպասարկում կացության ապահովմամբ և սոցիալական սպասարկում առանց կացության ապահովման գործունեությունը:

Միաժամանակ, առաջարկվում է սահմանափակել միկրոձեռնարկատիրության համակարգում միջմարզային, ներմարզային երթուղու շահագործման կամ ավտոբուսներով (միկրոավտոբուսներով) ուղևորափոխադրումների կազմակերպման գործունեության իրականացումը։
