ՀՀ-ն պատրաստ է Նախիջևանի ու Ադրբեջանի միջև հաղորդակցային կապ տրամադրել

«Երևանյան երկխոսություն» միջազգային համաժողովի ժամանակ վարչապետ Նիկոլ Փաշինյանը ներկայացրեց խաղաղության պայմանագրի շուրջ ՀՀ դիրքորոշումը՝ անդրադառնալով սահմանազատման գործընթացում վերջին շրջանում ունեցած արդյունքներին:
«Ունենք էական տեղաշարժ, ՀՀ-ի ու Ադրբեջանի համապատասխան հանձնաժողովները վերջերս ստորագրել են սահմանազատման հանձնաժողովների համատեղ գործունեության մասին կանոնակարգը, որում արձանագրված է այն, ինչի շուրջ կողմերը հայտարարել են 8-րդ հանդիպման հաղորդագրության մեջ: Տարածաշրջանում իրադրության գնահատման ու տևական խաղաղության հաստատման առումով կարևոր է տարածաշրջանայի կոմունիկացիաների բացումը:
ՀՀ կառավարության կողմից որդեգրված «Խաղաղության խաչմերուկ» նախագծով նախատեսվում է տարածաշրջանային կոմունիկացիաների բացում ոչ միայն ՀՀ-ի ու Ադրբեջանի միջև, այլև ենթադրվում է, որ նման զարգացում պետք է լինի ՀՀ-ի ու Թուրքիայի միջև: «Խաղաղության խաչմերուկը» մեզ համար կարևոր է նաև այն պատճառով, որ դրանով հնարավորություն ենք ստանում երկաթուղային կապ ունենալ ԻԻՀ-ի հետ, ում հետ հարաբերությունները շատ կարևոր են մեզ համար, հնարավորություն ենք ունենում երկաթուղային կապ ունենալ Թուրքիայի, Եվրոպայի, ՌԴ-ի հետ: Ադբեջանն էլ հնարավորություն է ունենում ՀՀ-ի տարածքով երկաթուղային կապ ունենալ Թուրքիայի, Իրանի հետ: Այստեղ կարևոր է նաև Նախիջևանի ու Ադրբեջանի միջև ավտոմոբիլային ու երկաթուղային կապի հաստատումը ՀՀ-ի տարածքով: Մենք պատրաստ ենք նման հաղորդակցություն տրամադրել: Բայց պետք է նաև արձանագրենք, որ Նախիջևանը զրկված չէ տրանսպորտային կապից, որովհետև և՛ Իրանի տարածքով և՛ Թուրքիայի տարածքով Նախիջևանը հնարավորություն ունի կապ հաստատել Ադբեջանի հետ»,-ասաց նա:
Փաշինյանն ընդգծեց, որ ՀՀ-ն պատրաստ է ցանկացած պահի ձեռնամուխ լինել «Խաղաղության խաչմերուկ» նախագծի իրականացմանը:
«Պատրաստ ենք՝ ներառյալ Ադրբեջանի ու Նախիջևանի միջև կապի ապահովմանը: Այս գործընթացին խանգարում է այն, որ մեր ոչ բոլոր գործընկերներն են պատրաստ հակված օգտվել մեր կողմից առաջարկվող հնարավորությունից: Քննարկվում է այն, թե ինչքանով է «Խաղաղության խաչմերուկը» տեղավորվում նոյեմբերի 9-ի եռակողմ հայտարարության տրամաբանության մեջ: Փորձ է արվում ներկայացնել, թե եռակողմ հայտարարությունը ենթադրում է, որ այս կոմունիկացիաների անվտանգությունը ՀՀ-ում պետք է ապահովեն երրորդ ուժեր, դա կապ չունի իրականության հետ»,- ասաց Փաշինյանը:
Վարչապետը մեջբերեց նոյեմբերի 9-ի հայտարարության 9-րդ կետը, ըստ որի՝ ՀՀ-ն երաշխավորում է Ադրբեջանի արևմտյան շրջանների ու Նախիջևանի միջև տրանսպորտային հաղորդացության անվտանգությունը՝ քաղաքացիների, տրանսպորտային միջոցների ու բեռների՝ երկու ուղղություններով անխոչընդոտ տեղաշարժը կազմակերպեու նպատակով:
«Նոյեմբերի 9-ի հայտարարության մեջ չկա այնպիսի դրույթ, որով ՀՀ որևէ տարածքի վրա պետք է լինի այլ երկրի վերահսկողություն»,-ասաց Նիկոլ Փաշինյանը:
