Հայաստանում անապահովության նպաստի մերժման նոր հիմք է սահմանվում. նպաստի նշանակումը կմերժվի, եթե ընտանիքի աշխատունակ անդամը որպես աշխատանք փնտրող անձ հաշվառվելու դիմում չի ներկայացնում:

«Պետական նպաստների մասին» օրենքում փոփոխություններ և լրացումներ կատարելու մաuին և կից ներկայացված օրենքների նախագծերի փաթեթն ԱԺ նիստում ներկայացրեց Աշխատանքի և սոցիալական հարցերի փոխնախարար Աննա Ժամակոչյանը:

«Առաջարկվում է ընտանեկան և սոցիալական նպաստների փոխարեն ներդնել անապահովության նպաստ և սահմանել, որ դրա իրավունքն ունի կառավարության սահմանած գնահատման կարգով սոցիալապես անապահով ճանաչված այն ընտանիքը, որի անդամի ամսական եկամտի չափը ցածր է անապահովության սահմանային շեմից: Ընդ որում՝ սահմանային շեմն ամեն տարի սահմանվում է՝ կապելով նվազագույն պարենային զամբյուղի չափի, այսինքն՝ ծայրահեղ աղքատության շեմի հետ»,-ասաց Աննա Ժամակոչյանը:

Այսպիսով՝ անապահով ընտանիքի անապահովության ցուցիչ է դառնում նվազագույն պարենային զամբյուղի նկատմամբ եկամուտների պակասը:

«Աշխատունակ անձանց ակտիվացնելու նպատակով սահմանվել է, որ անապահովության նպաստը մերժվում է, եթե նպաստ ստանալու համար դիմելիս աշխատունակ անդամը որպես աշխատանք փնտրող անձ հաշվառվելու դիմում չի ներկայացնում: Ավելին՝ ներդրվելու է նոր ինստիտուտ, որի համաձայն՝ ընտանիքի աշխատունակ, բայց չաշխատող անդամներին վերագրվելու է եկամուտ՝ նախատեսված դեպքերում, չափով և ժամկետներում»,-նշեց նա:Անապահովության նպաստի դադարեցման հիմքեր են սահմանվել ընտանիքի անդամի պարտադիր կրթությունից դուրս մնալու, ինչպես նաև ընտանիքի անդամի կողմից անշարժ գույքի գրավադրման հանգամանքները:
