Մենք ասել ենք, որ կա 13 հոդված, որոնք ամբողջությամբ պաշտոնապես համաձայնեցված են «խաղաղության պայմանագրի. Նախագծում, նախաբանն ու վերնագիրը եւս ամբողջությամբ համաձայնեցված է, եւս 3 հոդված մասնակի է համաձայնեցված: Եվ կա եւս մեկ հոդված, որն ընդհանրապես համաձայնեցված չէ: Այս մասին, այսօր՝ սեպտեմբերի 11-ին, ԱԺ-ում հարցուպատասխանի ժամանակ նշեց վարչապետ Նիկոլ Փաշինյանը:
«Երկրորդ, երրորդ խմբագրումների ժամանակ նախագիծն ունեցել է 18 հոդված, այսինքն որոշ հոդվածներ դուրս են եկել, օրինակ, Ադրբեջանն ինքը հայտարարեց կոմունիկացիաների հոդվածի դուրս գալու մասին: Մնացել է 17 հոդված: Մենք ասում ենք՝ աին, ինչը համաձայնեցված է, դա եկեք ստորագրենք որպես խաղաղության պայմանագիր: Դրանք անդրադառնում են առանցքային բովանդակությանը, երկու պետությունների հարաբերության հիմնարար սկզբունքներին: Ասում ենք՝ եկեք դա ստորագրենք եւ շարունակենք այլ հարցերի վերաբերյալ քննարկումը:
Հիմա ադրբեջանական կողմն ասում է՝ չէ, կարեւոր հարցեր կան, որոնք պետք է արտահայտվեն: Մեր հարցը հետեւյալն է՝ իսկ երբ որ մենք այդ հարցերն արտահայտենք, էլ չեն լինելո՞ւ կարեւոր հարցեր: Մենք դրանով կարեւոր հարցերի ցանկը սպառելո՞ւ ենք, թե՞ չէ:
Եթե կանխավարկածն այն լինի, որ բոլոր կարեւոր հարցերը լուծենք, նոր ստորագրենք, դա նշանակում է, որ մենք երբեք չենք ստորագրի: Որովհետեւ եթե եւս 4 կարեւոր հարցի շուրջ գանք համաձայնության, միեւնույն է էլի կմնա եւս 4 կարեւոր հարց, որ կարիք կլինի համաձայնեցնել: Եթե էդ 4-ն էլ համաձայնեցնեն, միշտ եւս 4 հարց կլինի»,-ասաց Նիկոլ Փաշինյանը՝ հավելելով, որ հայկական կողմն առաջարկում է 16 հոդվածով խաղաղության պայմանագիր:
Անդրադառնալով Ալմաթիի հռչակագրին, վարչապետը նկատեց, որ ոչ թե պետք է մեկնբանել Ադրբեջանից հնչող հայտարարությունները, այլ հղվել պաշտոնապես հայտարարված հաղորդագրությունների վրա. «Երկու երկրների սահմանազատման հանձնաժողովները տարածել են հայտարարություն, որ Ալմաթիի հռչակագիրը դառնում է սահմանազատման գործընթացի բազային սկզբունք եւ կողմերը կառաջնորդվեն դրանով»:
