Դեռևս մայիսի 26-ին Դատարանի որոշմամբ Ադրբեջանի կողմից օկուպացված Ստեփանակերտի քաղաքապետ Դավիթ Սարգսյանը 20 օրով կալանավորվել էր։ Մինչ այդ, իրավապահները ժամեր շարունակ նրա տանը խուզարկություն էին կատարել։ Այնուհետև հունիսի 13-ին Երևան քաղաքի առաջին ատյանի ընդհանուր իրավասության քրեական դատարանի Ավանի նստավայրում դատավոր Մասիս Մելքոնյանը քննելով Դավիթ Սարգսյանի նկատմամբ խափանման միջոց ընտրելու քննիչի միջնորդությունը, որոշել էր կիրառել 2 ամիս ժամկետով տնային կալանք։
Դավիթ Սարգսյանին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 255-րդ հոդվածի 3-րդ մասի 3-րդ կետով և 457-րդ հոդվածի 2-րդ մասով՝ առերևույթ խարդախությամբ առանձնապես խոշոր չափերով գույքի հափշտակություն կատարելու և փաստաթղթեր կեղծելու հիմքով։
168.am-ի հետ զրույցում Արցախի փաստաբանների պալատի անդամ, Դավիթ Սարգսյանի շահերի պաշտպան Ռոման Երիցյանը խոսելով իր պաշտպանյալի նկատմամբ հարուցված քրեական գործի մասին, ասաց՝ Ստեփանակերտի քաղաքապետի նկատմամբ հարուցվել է վարչական հսկողություն, որը վերջնաժամկետ չունի։
«Այսինքն՝ Դավիթ Սարգսյանը մնալու է վարչական հսկողության տակ այնքան, քանի դեռ շարունակվելու է նախաքննությունը։ Այս կապակցությամբ մենք վերաքննիչ բողոք էինք ներկայացրել Վերաքննիչ դատարան, սակայն բողոքն անհեթեթորեն մերժվել է։ Ներկա պահին Դավիթ Սարգսյանը թեպետ վարչական հսկողության տակ է, բայց նույն տնային կալանքի ռեժիմում է, քանի որ երեկոյան ժամը 19։00-ից հետո տանից դուրս գալու հնարավորություն չունի։ Բացի այդ, խանութ գնալու, բանկ մտնելու կամ սպասարկման որևէ սրահ գնալու հնարավորությունից զրկված է», - նշել է փաստաբանը
