Մեկ տարի առաջ Արցախում սկսվեց Ցեղասպանությունը: Այնուհետև Ադրբեջանը 10-ամսյա դաժան շրջափակումից հետո ներխուժեց 3000-ամյա հայկական տարածք և փաստացի Արցախ պետություն (Լեռնային Ղարաբաղ): Դրա մասին ասված է Լեմկինի Ցեղասպանության կանխարգելման ինստիտուտի հայտարարության մեջ։
Ադրբեջանը սպանել է հարյուրավոր հայերի և բռնի տեղահանել մնացած բնակչության գրեթե 100%-ին։ Պաշարումն ու ներխուժումը բնութագրվում էին համաշխարհային գերտերությունների, ներառյալ Միացյալ Նահանգների, սոսկալի լռությամբ, ինչպես նաև տարբեր քաղաքական առաջնորդների և միջազգային կառույցների ապշեցուցիչ անգործությամբ՝ դրանով սկիզբ դնելով «ընդունելի ցեղասպանության» նոր դարաշրջանին:
Լեմկինի ինստիտուտը հանդես է գալիս ցեղասպանության արդյունքում տեղահանվածների իրավունքների պաշտպանության օգտին։ Այդ իրավունքներից մեկն իրենց տներ վերադառնալու իրավունքն է: Մյուս իրավունքն էլ ինքնորոշումն է՝ իրենց խմբի համար՝ սեփական պապենական հողում: Մենք մերժում ենք գերտերությունների միջև ձևավորվող կոնսենսուսը, որով մենք պետք է ապրենք մի աշխարհում, որտեղ ցեղասպան պետություններն ու կազմակերպությունները բացարձակապես անպատիժ են գործում:
Մեկ անգամ ևս կոչ ենք անում մեղավորներին միջազգային պատասխանատվության ենթարկել դաժան հանցագործությունների համար, անհապաղ ազատ արձակել Ադրբեջանում պավող բոլոր հայ բանտարկյալներին և պաշտպանել հայ ժողովրդի քաղաքական, մշակութային և մարդկային իրավունքները։
Լռությունն ու անգործությունը չպետք է հաղթանակ տանեն: Անչափ կարևոր է, որ միջազգային դերակատարները քաջություն գտնեն կոչ անելու դադարեցնել անպատժելիությունը, որից օգտվում է Ադրբեջանը:
