Լեռնային Ղարաբաղի շուրջ վեճերը շարունակվում են Խորհրդային Միության փլուզումից ի վեր։ 2022 թվականի վերջից մինչև 2023 թվականի հոկտեմբերը, երբ հակամարտությունը սրվեց, ավելի քան հարյուր հազար մարդ շրջափակման մեջ էր. միայն Կարմիր Խարչի միջազգային կազմակերպությանը թույլատրվեց օգնություն տրամադրել և տարհանել նրանց:
Օգոստոսի վերջին Organized Crime and Corruption Reporting Project-ը («Կազմակերպված հանցավորության և կոռուպցիայի լուսաբանում նախագիծ») պարզել է, որ Ադրբեջանը խոչընդոտել է մարդասիրական կազմակերպության աշխատանքին. ստեղծում է նոր բյուրոկրատական և նյութատեխնիկական խնդիրներ, ինչպես նաև սահմանում է տեղաշարժի ուղղակի արգելք:
Մեր նյութի հիմքում Լեռնային Ղարաբաղում աշխատած ԿԽՄԿ նախկին բարձրաստիճան պաշտոնյայի հետ հարցազրույցն է, որում նա համաձայնել է խոսել OCCRP-ի հետ՝ անանունության պայմանով: Նախքան տեքստը հրապարակելը, մենք ստուգեցինք նրա պատմության մանրամասները ԿԽՄԿ-ի ավտոշարասյունների տեղաշարժի մասին ինսայդերական տվյալներով, տարածաշրջանից ստացված զեկույցներով, տեղի բնակիչների, կազմակերպության այլ աշխատակիցների և կառավարական պաշտոնյաների ցուցմունքներով:
Դրանից հետո Ադրբեջանի Կարմիր մահիկի միության վարչությունը հայտարարություն է տարածել, որում OCCRP-ի հետաքննությունն անվանել է «կողմնակալ, անհիմն և իրականությանը բացարձակապես չհամապատասխանող»՝ նշելով, որ այն ուղղված է Ադրբեջանի և միջազգային կազմակերպության տեղական մասնաճյուղի դեմ: Ադրբեջանի Կարմիր մահիկը միաժամանակ Կարմիր Խաչին կոչ է արել դատապարտել OCCRP-ի նյութը:
Սակայն չորեքշաբթի Ժնևում ԿԽՄԿ-ի կենտրոնակայանից ստացված նամակում ասվում է, որ «2023 թվականից ի վեր Ադրբեջանի Կարմիր մահիկի ներկայացուցիչների հետ բազմաթիվ հանդիպումներում ընդգծվել է, որ նրա գործունեությունը և հրապարակային հայտարարությունները պետք է համապատասխանեն [ԿԽՄԿ] հիմնարար սկզբունքներին: Կազմակերպության ներկայացուցիչները նշել են, որ այս հարցի շուրջ երկխոսությունը շարունակվում է։
