ՀՀԿ-ական քաղաքապետը կառավարության վրա է գցում իր քաղաքում իշխանության պարտությունների մեղքը (տեսանյութ)
POLITICSԴիմելով տեղական տուրքերի վարձավճարների բարձրացման դեմ արտահայտվող ավագանու անդամներին՝ Վանաձորի քաղաքապետ Սամվել Դարբինյանը հորդորել է համայնքի ավագանուն «մի քիչ ավելի լուրջ մոտենալ» հարցին, քանի որ, ըստ նրա, ավագանին ընդհանրապես չի մտածում բյուջեի հավաքագրման մասին: Վանաձոր համայնքի բյուջեն, քաղաքապետի խոսքով, «ամենասակավն» է հանրապետության բոլոր համայնքներից, և բյուջեի ողջ գումարը, ճանապարհաշինարար Դարբինյանի հաշվարկով, տարեկան հազիվ 4 կմ ճանապարհի վերանորոգմանը բավականացնի: Այնուհետև հանրապետության երրորդ քաղաքի ղեկավարը մանրամասն ներկայացրել է իր ղեկավարած քաղաքի վատթար վիճակը, խնդիրները, որոնք, իր խոսքով, բոլորից լավ գիտի, և որոնց պատճառով է, որ վանաձորցիները շատ հարցերում «համահունչ չեն գալիս» տեղական իշխանության հետ:
«Դա նրանից է, որ Վանաձոր քաղաքը 84 բազմաբնակարան շենքերի ամրացման խնդիր ունի, որտեղ ապրում է 12 600 մարդ, 3200 ընտանիք: Ուրեմն՝ 1050 բազմաբնակարան շենքերից ընդամենը 300-ի տանիքներն է նորմալ, մնացած 850 տանիքները, մի մասը՝ 400-ը, կապիտալ վերանորոգման խնդիր ունի, մի մասը՝ մասնակի վերանորոգման: Մեր քաղաքի բարձրահարկ շենքերի մոտ 80 վերելակները չեն աշխատում, 450 բակերից 400-ը կապիտալ վերանորոգման կարիք ունի: 200 կմ երկարություն ունեցող համայնքային ճանապարհներից ընդամենը 18 կմ-ն է վերանորոգված: Եվ էսօր այն քաղաքը, որ նախկինում՝ ասենք 86-87 թվականներին, միայն ծանր արդյունաբերության մեջ ունեցել է 42 հազար աշխատատեղ, էսօր ծանր արդյունաբերության մեջ գոնե 1 աշխատատեղ չունի: Թեթև արդյունաբերության մեջ՝ տրիկոտաժում և կարի արտադրական միավորումներում, 8-10 հազար կարող բանվորուհիներ են աշխատել, էսօր ընդամենը 2400 աշխատող կա թեթև արդյունաբերության մեջ: Եվ վանաձորցին, որը աշխատատեղ չունի, որը բարեկարգ փողոցներ չունի, որը բարեկարգ բակեր չունի, որը նորմալ տանիքով բնակարաններ չունի, մենք ասում ենք՝ ինչի ժողովուրդը մեր հետ համահունչ չի գալիս»,-որպես պատճառահետևանքային կապ է ներկայացրել քաղաքապետը՝ հավանաբար ակնարկելով համապետական կարևոր գործընթացներում իշխանությունների և իշխող կուսակցության՝ մեկը մյուսին հաջորդող պարտությունները իր ղեկավարած՝ հանրապետության երրորդ քաղաքում, ինչպես, օրինակ՝ նախագահական ընտրություններ, «այո»-«ոչ»-ի ընտրապայքար և այլն:
Բայց Վանաձորի խնդիրներն ու դրանք որպես վանաձորցիների՝ իշխանությունների հետ «համահունչ չգալու» պատճառ ներկայացնող քաղաքապետը միևնույն ժամանակ հայտարարել է, որ ինքն ու քաղաքը ղեկավարող իր յուրայինները ոչ մի կապ չունեն իր՝ վերը թվարկած խնդիրների ու դրանց հետևանքների հետ, ավելին, իրենք առավելագույնն են անում՝ ինչ իրենցից է կախված:
«Մյուս կողմից, ասում են՝ պարոն քաղաքապետ, եկեք քաղաքի փողոցները բարեկարգեք, ուրեմն Վանաձորի ամբողջ համայնքային բյուջեն ամենաշատը կարող է վերանորոգել 6 կմ ճանապարհ, եթե դա ասենք, 12 մետրից ավել լայնություն չունի, իսկ եթե կոմունիկացիները նույնպես պետք է դրա հետ վերանորոգվեն, ուրեմն 500 մլն դրամը 1 կմ ճանապարհի գումար է, եթե մայթերով, ներքին կոմունիկացիաներով, արտաքին կոմունիկացիաներով լրիվ բարելավվում է, այսինքն՝ մեր ամբողջ գումարը լինում է տարեկան 4 կմ ճանապարհի վերանորգում: Մենք էսօր քաղաքապետարանի բոլոր աշխատակիցների հետ միասին ինչ հնարավոր է, մաքսիմալ ձևով կատարում ենք»,- իր համայնքի բնակչության առաջ հայտարարել է քաղաքապետ Դարբինյանը:
