Փոփոխություններ և լրացումներ՝ ԼՂ-ից տեղահանված ընտանիքների բնակարանային ապահովման պետական աջակցության ծրագրում

Կառավարությունը փոփոխություններ և լրացումներ է կատարել նախկինում ընդունած որոշումներում, որոնք վերաբերում են ԼՂ-ից բռնի տեղահանված ընտանիքների բնակարանային ապահովման պետական աջակցության ծրագրին:
Ըստ հիմնավորման 2024 թ. հունիսի 15-ից մեկնարկել է բնակարանի կամ կառուցվող շենքից բնակարան գնելու իրավունքի կամ անհատական բնակելի տան ձեռքբերման հավաստագրերի տրամադրման գործընթացը, հուլիսի 15-ից մեկնարկել է անհատական բնակելի տան կառուցման հավաստագրերի տրամադրման գործընթացը, գործող հիփոթեքային վարկի մարման աջակցության հավաստագրերի տրամադրման գործընթացը մեկնարկել է օգոստոսի 1-ից։
Ըստ այդմ՝ կսահմանվեն հիփոթեքային վարկի մարման աջակցության տրամադրման ընթացակարգը, կհստակեցվեն ծրագրի բոլոր բաղադրիչներով ստացված առցանց դիմումների մշակման գործընթացում Միասնական սոցիալական ծառայության գործառույթները, ինչպես նաև պարզաբանվում են իրավակիրառ պրակտիկայում ի հայտ մի շարք եկած խնդիրները։ Մասնավորապես՝ սահմանվում է, որ բոլոր այն անձինք, ովքեր ընդգրկված են եղել ԼՂ առանձին շրջաններից տեղահանված ընտանիքների համար բնակարանային մատչելիության ապահովման պետական աջակցության ծրագրի շահառուների ցանկում, սակայն 2024 թ. հուլիսի 1-ի դրությամբ չեն դիմել և չեն ստացել հավաստագիր, քանի որ իրազեկված չեն եղել ծրագրի շահառու հանդիսանալու վերաբերյալ, կարող են ընդգրկվել ծրագրում՝ ծրագրի մյուս պայմանները բավարարելու դեպքում։ Առաջարկվող կարգավորման հիմքում դրված է այն փաստը, որ ծրագրի շահառուների ցանկում ներառված, սակայն չդիմած շուրջ 300 ընտանիքների տվյալների ուսումնասիրությունը ցույց է տվել, որ նրանք նախկինում չեն ունեցել ՀՀ հաշվառում, ինչը պարտադիր պայման էր։ Այդ ընտանիքները հնարավորություն կունենան դիմել բնակարանային ապահովման պետական աջակցության ծրագրին:
