ՄԱԿ-ի գլխավոր քարտուղարը Ռուսաստանին և ԱՄՆ-ին կոչ է արել վերադառնալ միջուկային զինանոցների կրճատման գործընթացին

ՄԱԿ-ի գլխավոր քարտուղար Անտոնիու Գուտերեշը հայտարարել է, որ աշխարհում միջուկային զենքի համար «տեղ չպետք է լինի», գրում է «Коммерсантъ»-ը։
ՄԱԿ-ի գլխավոր քարտուղարը դրա գոյությունն անվանել է «առաջին խելագարություն», երկրորդը՝ այն, որ մարդկությունը վերջին տասը տարում չի մոտեցել այն ոչնչացնելու սահմանագծին։ Գուտերեշի կարծիքով՝ Ռուսաստանն ու ԱՄՆ-ը պետք է վերադառնան միջուկային զինանոցների կրճատման գործընթացին։
Ըստ Անտոնիու Գուտերեշի՝ Սառը պատերազմի ավարտից ի վեր միջուկային զենքի առկայությունն այնքան մութ ստվեր չի գցել, որքան հիմա: «Միջուկային զենք ունեցող երկրները շարունակում են դիմադրել զինաթափման միջոցառումներին... Նրանք պետք է դադարեն մարդկության ապագայի հետ մոլախաղեր խաղալուց», -ասել է նա բարձր մակարդակի լիագումար նիստում:
Գուտերեշը Ռուսաստանին և ԱՄՆ-ին կոչ է արել կրճատել միջուկային զենքի պաշարները, իսկ մյուս երկրներին հորդորել է հետևել նրանց օրինակին։
2024 թվականի դրությամբ Ստոկհոլմի Խաղաղության միջազգային հետազոտությունների ինստիտուտի փորձագետները ԱՄՆ զինանոցը գնահատում են 5044 միջուկային մարտագլխիկ, Ռուսաստանը՝ 4500 միջուկային մարտագլխիկ (2023 թվականի դեկտեմբեր): Ըստ Միջուկային զենքի չտարածման պայմանագրի 6-րդ հոդվածի՝ Միացյալ Նահանգները և Ռուսաստանը պետք է կրճատեն իրենց պաշարները։ Ներկայում Միջուկային զենքի չտարածման պայմանագրի մասնակից են 191 պետություններ, դրանց թվում՝ ՄԱԿ-ի Անվտանգության խորհրդի 5 մշտական անդամներ (Ռուսաստան, ԱՄՆ, Չինաստան, Մեծ Բրիտանիա և Ֆրանսիա): Միջուկային զենք ունեցող երկրներից Հնդկաստանը, Պակիստանը և Իսրայելը չեն վավերացրել պայմանագիրը։ 2003 թվականին Հյուսիսային Կորեան դուրս եկավ Միջուկային զենքի չտարածման պայմանագրից։
Հունիսի վերջին ՌԴ նախագահ Վլադիմիր Պուտինը հայտարարեց միջուկային դոկտրինում փոփոխությունների մասին, իսկ նախօրեին՝ սեպտեմբերի 25-ին, դրանք առաջարկվել էին նախագահի կողմից Անվտանգության խորհրդի նիստում։ Թարմացումների թվում է միջուկային զսպման ենթակա պետությունների և ռազմական դաշինքների կատեգորիաների ընդլայնումը։ Թարմացված փաստաթղթում նախագահը նաև առաջարկել է նշել, որ ցանկացած ոչ միջուկային, բայց միջուկային պետության մասնակցությամբ ագրեսիան պետք է դիտարկել որպես նրանց համատեղ հարձակում Ռուսաստանի վրա։ Միջուկային դոկտրինը վերջին անգամ խմբագրվել է 2020 թվականի հունիսին։
