«Գիտուժը» դիմել է ԱԺ՝ ՀՀ–ում գիտության եւ տեխնոլոգիաների զարգացման վերաբերյալ հանրային լսումներ կազմակերպելու համար

«Գիտուժ» նախաձեռնությունը դիմել է Ազգային ժողով, որպեսզի լսումներ կազմակերպվեն ՀՀ–ում գիտության եւ տեխնոլոգիաների զարգացման, այդ թվում՝ «Բարձրագույն կրթության և գիտության մասին» օրենքի նախագծի վերաբերյալ։ Այս մասին այսօր՝ սեպտեմբերի 27-ին, «Բարձրագույն կրթության եւ գիտության մասին» նոր օրենք. Գիտուժի եւ գիտական համայնքի արձագանքը» թեմայով մամուլի ասուլիսի ժամանակ ասաց «Գիտուժի» անդամ Տիգրան Շահվերդյանը։

«Շատ կարեւոր է մասնագիտական քննարկումներ ունենալ, եւ մենք պաշտոնապես արդեն դիմել ենք Ազգային ժողով, որպես պարլամենտական երկրի ամենաբարձր կառավարող մարմին, որպեսզի իրականացնենք այսպիսի լուրջ փոփոխությունների հարցում հանրային լսումներ, որոնք արդեն երեք տարի է տեղի չեն ուենենում։ Մենք պետք է ունենանք լուրջ քննարկում, արդյոք սա այն հավակնոտ ծրագիրն է, որ պետք է շտապողաբար իրականացվի, արդյոք սա համարձակությամբ անդունդ ցատկել չի», – ասաց նա։

Տիգրան Շահվերդյանը նկատեց, որ կառավարության շտապողականությունը շատ ընտրովի է։ Նրա խոսքով, «Գիտուժը» իր գոյության երեք տարիների ընթացքում շատ հրատապ նախաձեռնություններով է հանդես եկել, առաջարկել է շտապ բարեփոխել եղած գիտական համակարգը, բայց այս հարցերում կառավարությունը շտապողականություն չի ցուցաբերել։

«Իրենք շտապում են միայն այնտեղ, որտեղ այդ կարծրացած մոտեցումները կան։ Այն առաջարկները, որ արվել էին, որ կարելի էր այս երկու տարում լուրջ, արագ, համարձակ բարեփոխումներ կատարել, դրանք չեն ընդունվել, իսկ այս օրենքը, որը բավականին թերի է բովանդակությամբ, ու բավականին գաղտնի էր քննարկվում, միայն պետական մարմիններում, ու չքննարկվեց շահագրգիռ կողմերի հետ, ու տեքստը մինչեւ այս հանրայնացումը հնարավոր չի եղել տեսնել, հիմա դրվեց, ու փորձում են շտապել», – ասաց նա, հավելելով, որ հաջորդ շաբաթ գիտական միջոցառումներ են մեկնարկում՝ Գիտության շաբաթ, WCIT, DigiTech, եւ կարծես թե օրենքի նախագծի հրապարակման ժամանակը շատ հարմար է ընտրված,  մեդիադաշտը այդ ընթացքում զբաղված է լինելու, եւ չի հասցնի արձագանքել այս նախագծին։

Հիշեցնենք, որ ԿԳՄՍ նախարարությունը հանրային քննարկման է ներկայացրել «Բարձրագույն  կրթության եւ գիտության մասին» օրենքի նախագիծը: Ի-դրաֆտում նախագիծը հանրային քննարկման է դրված մինչեւ հոկտեմբերի 1-ը։
