«Մարտահրավերները շատ են, բայց պետք է հասկանալ՝ ինչ է իրենից ներկայացնում բիզնեսը։ Բիզնեսը, բնականաբար, առաջին հերթին մտածում է շահույթի մասին։ Դա բնական է, և հենց այդ մարտահրավերների հետ կապված խնդիրների լուծման ընթացքում, եթե հետապնդում և գտնում են շահույթ, բոլոր խնդիրները լուծվում են։ Այն խնդիրները, որոնք չեն լուծվում՝ պետության օգնությամբ պետք է լուծվեն»,- այս մասին այսօր՝ սեպտեմբերի 28-ին կայացած Հայաստանի հանքարդյունաբերության ֆորումի ընթացքում ասաց Հանքագործների ու մետալուրգների միության նախագահ, Զանգեզուրի պղնձամոլիբդենային կոմբինատի գլխավոր տնօրենի առաջին տեղակալ Վարդան Ջհանյանը։
«Ցանկացած ֆինանսավորում ստանալու համար դու ուղղակի չես կարող էֆեկտիվ չլինել, բնապահպանական ամենաբարձր ստանդարտներով չաշխատել։ Ցանկացած բիզնես, եթե չկարողանա այդ պայքարը արդյունավետ շարունակել, ուղղակի դուրս կմղվի շուկայից։
Այս հարցն ավելի շատ նրանում է, որ պետությունը, այն բնական միջավայրը և բնական ցանկությունները, որն ունի բիզնեսը, օգտագործի տնտեսության զարգացման համար, և այն խնդիրների լուծման համար, որոնք կան պետության, իշխանությունների առաջ կանգնած։ Այդ առումով բնական գործընկերներ են դառնում բիզնեսը և պետությունը, մեր շահերը համընկնում են, որովհետև ցանկացած զարգացող, շահույթ ստացող բիզնես պետության հիմքն է, և դա կարող ենք տեսնել հենց համաշխարհային պատմության ընթացքում։
Հանքարդյունաբերությունը շատ երկարաժամկետ հորիզոնում աշխատող բիզնես է։ Եթե խոսում ենք հանքարդյունաբերության ներուժի մասին Հայաստանում՝ մի լավ կողմ կա, որի վրա այդքան ուշադրություն չենք դարձնում․ հանքարդյունաբերական երկրները 2 տիպի են՝ գերզարգացած տնտեսություն ունեցող, շուկայական հարաբերությունների երկարատև պատմություն ունեցող, պետական ինստիտուտների զարգացած երկրներն են՝ ինչպես Կանադան, ԱՄՆ-ն, Ավստրալիան։
Մյուս կողմում՝ շատ քաղաքական, գեոքաղաքական ռիսկեր պարունակող երկրներն են՝ աֆրիկական, ասիական շատ երկրներ։ Այդ առումով ՀՀ-ն շատ հետաքրքիր դիրք է զբաղեցնում․ մի կողմից՝ կարծես՝ այդ գեոքաղաքական ռիսկերը մեծ չեն, և պետական ինստիտուտները կայացած են՝ համեմատած երրորդ աշխարհի երկրների հետ։ Այսինքն՝ ռիսկերը ցածր են, բայց հնարավորությունները մեծ են, որովհետև զարգացած տնտեսություն ունեցող երկրներում բիզնեսին ավելի փոքր հնարավորություններ են տրվում, որովհետև տարիների ընթացքում բիզնեսը լավ հնարավորությունները օգտագործել է։ Մենք շատ կարևոր տեղ ունենք այդ առումով՝ բարձր որակի ներդրումներ գրավելու համար»։
