Կառավարությունը լրացումներ և փոփոխություններ է կատարել որոշման մեջ, որով 2023 թ. տարեվերջին հաստատվել էր ՀՀ-ում կենսաչափական անձնագրերի և նույնականացման քարտերի տրամադրման ենթակառուցվածքի և ծառայությունների վերաբերյալ պետություն-մասնավոր գործընկերության (ՊՄԳ) ձևաչափով ծրագրի իրականացումը: Այս մասին հայտնում են ՆԳՆ հանրային հաղորդակցության և իրազեկման վարչությունից։

Ինչպես նշել է Ներքին գործերի նախարարի տեղակալ Արփինե Սարգսյանը, այս հարցով տրամաբանորեն մեկնարկում է պետություն-մասնավոր գործընկերություն շրջանակում ՀՀ քաղաքացուն նոր ձևաչափով կենսաչափական անձնագիր և նույնականացման քարտ տրամադրելու մրցութային վերջին փուլը: «Ըստ էության, առաջարկում ենք նախագծով հաստատել երկրորդ փուլի, այսինքն՝ առաջարկի հարցման ներկայացման բոլոր մանրամասները, այդ թվում՝ վերջնականացված պայմանագրի նախագիծը, ինչպես նաև տեխնիկական պահանջները»,-ասել է Արփինե Սարգսյանը։

Փոխնախարարը նշել է, որ առկա է միջազգային բարձր հեղինակություն ունեցող երեք որակավորված հայտատու, որից երկուսը՝ կոնսորցիումի, մեկը՝ անհատ կազմակերպության ձևաչափով։ «Շուրջ 5 ամիս մենք, ըստ ընթացակարգի, պետք է բանակցություններ վարեինք այս երեք որակավորված հայտատուների հետ, որպեսզի կարողանայինք նաև փոխընդունելի ձևակերպումներ ունենալ ամբողջ մրցույթի պայմաններում: Նշեմ, որ ուրախալի է այն փաստը, որ մենք ի վերջո կարողացել ենք այս բանակցությունները ճիշտ ժամկետում ամփոփել, և սրա արդյունքներով այսօր քննարկմանը ներկայացված է պայմանագրի այն նախագիծը, որը մի կողմից՝ իրագործելի է, մյուս կողմից՝ բարձր ստանդարտներ է երաշխավորում պետության անունից»,-ասել է Արփինե Սարգսյանը:

Փոխնախարարը նշել է, որ Կառավարության հաստատումից հետո՝ հոկտեմբերի 8-ին, գնահատող հանձնաժողովը կհաստատի առաջարկի հարցման ամբողջ բնութագիրը։ «Հոկտեմբերի 10-ին մենք կհանրայնացնենք այս տեղեկատվությունը, դրանից հետո արդեն մասնակիցները հնարավորություն կունենան հայտերը ներկայացնելու: Հայտերի ներկայացման համար հայտատուները ժամանակ ունեն մինչև 2025 թ. հունվարի 10-ը։ Հունվարի 11-ից սկսելու ենք բուն գնահատման գործընթացը հենց գնահատող հանձնաժողովի կողմից և, ըստ էության, 80 օր ժամկետ ունենք, որպեսզի կարողանանք ամփոփել ամբողջական տվյալները։ Մենք գնահատելու ենք երկու կոմպոնենտ՝ որակ և գին»,-ասել է ՆԳ նախարարի տեղակալը՝ հավելելով, որ առաջնահերթությունը տրվելու է որակին:

2025 թ. մարտի վերջին կլինի հաստատված հաղթող ընկերություն՝ ըստ ներկայացրած առաջարկների, և վերջինիս կտրվի ժամանակահատված՝ ենթակառուցվածքը ներդնելու և արտադրությունը սկսելու համար:

Արփինե Սարգսյանի խոսքով՝ պրակտիկ առումով բիոմետրիկ անձնագիրն անձի նույնականացման առումով կտա բարձր ստանդարտ, որը թույլ կտա հարաբերվել նաև այլ պետությունների հետ։ «Այս նոր համակարգը թույլ կտա հստակ բիոմետրիկ տվյալների հավաքման և համադրման արդյունքում կրճատել այն հերթերը, որոնց մեր քաղաքացիները բախվում են օդանավակայաններում, արագ սպասարկում ունենալ: Եվ, ի վերջո, հասնել նրան, որ տարբեր երկրների միջև փոխգործակցության արդյունքում մեր քաղաքացիներն ավելի արժանապատիվ ճանապարհորդելու հնարավորություն կունենան։ Սա նաև տալիս է շատ լավ նախադրյալ՝ ունենալու էլեկտրոնային կառավարման «գեյթ»-երով անցնելու հնարավորություն, որովհետև անձինք կարող են անձը հաստատող այս փաստաթղթերով շատ արագ, անգամ առանց սահմանապահի հետ հաղորդակցության անցնել սահմանային անցման կետերը»,-նշել է փոխնախարարը։
