Եվրախորհրդի Խորհրդարանական վեհաժողովում հակահայկական բանաձևի տապալումը փաստեց, որ հայկական կողմը ևս տարբեր ուղղություններով աշխատանքներ էր իրականացրել: Նման գործելաոճը պետք է մշտական բնույթ կրի, որովհետև միայն այդ պարագայում հնարավոր կլինի զարգացնել հաջողությունները ու հնարավորինս խույս տալ անցանկալի բանաձևերից: «Արմենպրես»-ի հետ զրույցում նման կարծիք հայտնեց քաղաքագետ Տիգրան Աբրահմայանն՝ անդրադառնալով ԵԽԽՎ-ում երկու հակահայկական բանաձերի քննարկմանն ու քվեարկության արդյունքներին:
-Պարոն Աբրահամյան, ԵԽԽՎ-ում երկու հակահայկական զեկույցներիքվեարկության նման արդյունքն արդյո՞ք սպասելի էր: Արդյո՞ք ԵԱՀԿ Մինսկիխմբի համանախագահների դատապարտող հայտարարությունը թողեց իրազդեցությունը:
-ԵԱՀԿ Մինսկի խմբի համանախագահները ԵԽԽՎ-ում շրջանառվող բանաձևերի մասին բավական հստակ դիրքորոշում էին արտահայտել, ինչը չէր կարող ազդեցություն չունենալ իրադարձությունների ընթացքի վրա: Համանախագահների հայտարարությունը կարևոր էր նրանով, որ հետագայում ևս այն իր ակտուալությունը չի կորցնելու: Սա հաշվի պետք է առնեն բոլոր այն կառույցներում, որտեղ հետագայում փորձ կկատարվի բանակցությունների տրամաբանությանը հակասաող նախաձեռնություններ իրականացնել: Միաժամանակ նկատելի էր, որ հայկական կողմը ևս տարբեր ուղղություններով աշխատանքներ էր իրակ անացրել. Դրանք պետք է մշտական բնույթ կրեն, որովհետև միայն այդ պարագայում հնարավոր կլինի զարգացնել հաջողություններն ու հնարավորինս խույս տալ անցանկալի բանաձևերից:
-Մինչ զեկույցների քննարկումը խոսվում էր այն մասին, որ դրական քվեարկելու դեպքում կարող է վնաս հասցվել բուն բանակցային գործընթացին:Քվեարկության նման պատկեր ունենալով կարո՞ղ ենք ասել, որ այդ վտանգը չեզոքացվեց:
-Կարող ենք ֆիքսել, որ բանակցային գործընթացը վնասող գործոնները որոշակիորեն չեզոքացվեցին: Իհարկե, այդ բանաձևերը խորհրդատվական բնույթ են կրում, սակայն հաշվի առնելով եվրոպական կառույցի կշիռն ու բանաձևերի քարոզչական նշանակությունը, դրանց ընդունվելն անցանկալի էր:
- Երկրորդ զեկույցը, որն իր մեջ հումանիտար խնդիր է ներառում` կապված ջրային պաշարների օգտագործման հետ, ընդունվեց: Դրա հետևանքնինչպիսի՞ն կարող է լինել:
-Տեսեք, միջազգային հանրությունն, ի դեմս Մինսկի խմբի համանախագահների, օրեր առաջ հորդորեց ԵԽԽՎ-ին չձեռնարկել այնպիսի քայլեր, որոնք կվնասեն ԵԱՀԿ Մինսկի խմբի մանդատին կամ կբարդացնեն շարունակվող բանակցային գործընթացը, ինչին հետևեց ադրբեջանական արձագանքը, այն է՝ ԵԱՀԿ Մինսկի խումբը գործընթացի կարգավորման հարցում մենաշնորհ չունի:
Սա այն դեպքում, երբ ակհայտ էր, որ միջազգային հանրությունը խնդրի կարգավորման մանդատը հենց ԵԱՀԿ Մինսկի խմբին է վերապահել: Ակնհայտ էր, որ Ադրբեջանում համանախագահների հայտարարությունը շոկ էր առաջացրել: Այս պարագայում խոսել բանակցային գործընթացի վրա այդ բանաձևի լուրջ հետևանքների մասին, ուղղակի անիմաստ է: Մինսկի խումբն իր հայտարարությամբ արդեն իսկ վերաբերմունք է արտահայտել ոչ միայն Ադրբեջանի վարքագծի, այլ նաև ԵԽԽՎ-ում ընդունվող նմանօրինակ բանաձևերի մասին:
