Նիդեռլանդների խորհրդարանն ընդունել է Հայաստանին և Արցախին առնչվող 2 բանաձև

ԵՄ արտաքին գործերի նախարարների խորհրդի նիստի ընդառաջ տեղի է ունեցել Նիդեռլանդների խորհրդարանի արտաքին հարաբերությունների հանձնաժողովի նիստ, որին մասնակցել է Նիդեռլանդների ԱԳ նախարար Կասպար Վելդկամպը։
«Արմենպրես»-ի հաղորդմամբ՝ լսումների ընթացքում առաջադրվել է Հայաստանի Հանրապետությանն առնչվող 2 բանաձև։ Համաձայն ընթացակարգի՝ բանաձևի նախագիծը ներկայացվում է հեղինակներից մեկի կողմից․ առաջին բանաձևի հեղինակներն են պատգամավորներ Իսա Կահրամանը (NSC) և Դոն Սեդերը (ChristenUnie)։ Ներկայացնելով բանաձևի նախագիծը՝ Իսա Կահրամանը նշեց, որ իրենք սատարում են Հայաստան-Ադրբեջան խաղաղության գործընթացը, սակայն ներկայացնում են առաջարկ Լեռնային Ղարաբաղի մշակութային ժառանգության պահպանման վերաբերյալ։
Բանաձևի մեջ մասնավորապես նշվում է․
«Նկատի ունենալով, որ ադրբեջանական բանակը 2023 թվականի սեպտեմբերին հարձակվել է Լեռնային Ղարաբաղի վրա, ինչից հետևանքով գրեթե ողջ բնակչությունը փախել է Հայաստան և մինչ օրս չի վերադարձել իրենց տները, և քանի որ Ադրբեջանը ոչնչացնում է հայկական մշակութային ժառանգությունը այդ տարածքում. կոչ ենք անում կառավարությանը հանդես գալ հայկական մշակութային ժառանգության պաշտպանության օգտին՝ ինչպես ԵՄ, այնպես էլ ՅՈՒՆԵՍԿՕ-ի 1954 թվականի Հաագայի կոնվենցիայի շրջանակներում»։
Նիդեռլանդների ԱԳ նախարարը բանաձևի նախագծին առարկություններ չներկայացրեց, հաստատելով, որ Լեռնային Ղարաբաղում տեղի է ունեցել ռազմական սրացում, ինչն ունեցել է հետևանքներ, և որ կառավարությունը կողմ է հայկական մշակութային ժառանգությունը պաշտպանելու կոչին։
Բանաձևն ընդունվել է խորհրդարանի ձայների ճնշող մեծամասնությամբ։
Երկրորդ բանաձևի հեղինակներն են պատգամավորներ Սեդերը (ChristenUnie), Բոսվայկը (CDA), Ստոֆֆերը (SGP), Պիրին (GroenLinks-Pvda), Վան դեր Բերգը (VVD), Պատերնոտեն (D66), Դե Ռոնը (PVV) և Կահրամանը (NSC)։ Բանաձևի նախագիծը ներկայացրեց Դոն Սեդերը։
Բանաձևի մեջ ընգծվում է, որ երեք տասնամյակների ընթացքում առաջին անգամ Հայաստանի և Ադրբեջանի միջև խաղաղության եզակի հնարավորություն է ստեղծվել, հետևաբար, կարևոր է լիարժեք ներգրավվել խաղաղության գործընթացում։ Ընդգծվեց նաև, որ դեռևս առկա են խոչընդոտներ, այդ թվում այն հանգամանքը, որ Ադրբեջանը շարունակում է պահել հայ ռազմագերիներին։ Բանաձևը կոչ է անում կառավարությանը եվրոպական այլ երկրների հետ միասին ավելացնել ճնշումն Ադրբեջանի վրա՝ բոլոր հայ ռազմագերիներին հնարավորինս արագ ազատ արձակելու նպատակով։
ԱԳ նախարարը բանաձևի նախագծին առարկություններ չներկայացրեց, հաստատելով, որ կառավարության համար այժմ կարևոր է աջակցել Հայաստանի և Ադրբեջանի միջև խաղաղության հաստատմանը և Հայաստանի և Ադրբեջանի բարձրաստիճան ղեկավարության հետ շփումների ժամանակ երկու կողմերին կոչ է արել կնքել խաղաղության համապարփակ համաձայնագիրը։ Այս համատեքստում նախարարը կանդրադառնա տարբեր կատեգորիաների բանտարկյալների ազատ արձակման հարցին, որոնց թվում են անշուշտ նաև հայ բանտարկյալները։ Ըստ նախարարի՝ զինված հակամարտության ավարտից հետո ռազմագերիների ազատ արձակումը պարտավորություն է, որը բխում է միջազգային մարդասիրական իրավունքի նորմերից։
Երկրորդ բանաձևը ևս ընդունվեց ձայների մեծամասնությամբ։
