Հայաստանի հետ խաղաղության պայմանագրի բոլոր կետերը հավասարապես կարևոր են և չեն կարող իրարից տարանջատվել. այս մասին ասել է Ադրբեջանի նախագահ Իլհամ Ալիևը:
Այս առումով նա «միանգամայն անիրատեսական» է որակել ՀՀ կառավարության առաջարկը՝ «ստորագրել այն ամենը, ինչ արդեն համաձայնեցվել է, իսկ չհամաձայնեցված կետերը թողնել հաջորդ փուլերին»:
Ալիևն ասել է, որ նման մոտեցման նախադեպեր չգիտի։
Հիշեցնենք, որ ՀՀ վարչապետ Նիկոլ Փաշինյանն օրերս հայտարարել էր, որ Երևանը Բաքվին առաջարկում է ստորագրել այն, ինչն արդեն համաձայնեցված է, այդպիսով ունենալով ոչ միայն դե ֆակտո, այլև դե յուրե խաղաղություն, և շարունակել աշխատել մնացած բոլոր հարցերի շուրջ։
«Ցանկացած դեպքում անհնար է մշակել այնպիսի խաղաղության պայմանագիր, որը կպատասխանի բոլոր հարցերին և կկարգավորի երկկողմ հարաբերությունների բոլոր ասպեկտները։ Ինչպիսին էլ լինի Հայաստանի և Ադրբեջանի միջև խաղաղության պայմանագիրը, անխուսափելիորեն կմնան կարևոր, հիմնարար հարցեր, որոնք պետք է համաձայնեցվեն, լուծվեն և պետք է նոր պայմանագրեր ստորագրվեն:
Ավելին, ստորագրված և վավերացված խաղաղության պայմանագրի առկայության դեպքում այլ հարցերի լուծումը շատ ավելի հեշտ կլինի, քանի որ տարածաշրջանում կտիրի լիովին այլ իրավիճակ։
Իսկ այս փուլում մենք պետք է որոշում կայացնենք մի շարք հիմնարար հարցերի շուրջ, որոնք կարող են մեր երկրների միջև խաղաղության հաստատման համար ամուր հիմք դառնալ։ Խոսքը միմյանց տարածքային ամբողջականության փոխադարձ ճանաչման մասին է։ Խոսքը միմյանց նկատմամբ տարածքային պահանջների բացակայությունը հաստատելու և հետագայում նման պահանջներ չներկայացնելու պարտավորության մասին է։ Խոսքը ուժի և ուժի սպառնալիքի չկիրառման սկզբունքի պահպանման, միմյանց ներքին գործերին չմիջամտելու, դիվանագիտական հարաբերությունների հաստատման և խաղաղության պայմանագրի շրջանակներում կողմերի ստանձնած պարտավորությունների կատարման երկկողմ մեխանիզմների ստեղծման մասին է», - ասել է Փաշինյանը։
