«Փաստ» օրաթերթը գրում է.
Ներքին գործերի նախարարությունն առաջարկում է Երևան քաղաքի վարչության և ձերբակալվածներին պահելու վայրերում գործարկել խոշտանգման կամ վատ վերաբերմունքի այլ ձևերի հետ կապված բժշկական արձանագրման պիլոտավորման ծրագիրը։ Ներկայում ձերբակալված անձանց բժշկական զննությունն իրականացվում է շտապ օգնության ծառայության բժիշկների կողմից, և, հաշվի առնելով, որ այս պրակտիկան Խոշտանգումների կանխարգելման կոմիտեի կողմից գնահատվել է որպես դրական, առաջարկվում է նախատեսել, որ պիլոտավորման ծրագրի շրջանակներում ձերբակալվածներին պահելու վայրեր հրավիրված շտապ բժշկական օգնության ծառայության բուժաշխատողները պետք է ձերբակալված անձի բժշկական զննության արդյունքում նախագծով սահմանված ձևաթղթի և ուղեցույցի հիման վրա կազմեն խոշտանգման կամ վատ վերաբերմունքի այլ ձևերի հետ կապված բժշկական զննության արձանագրություն։
Առաջնորդվելով Ստամբուլ յան արձանագրության դրույթներով, ինչպես նաև հիմք ընդունելով ՀՀ քրեակատարողական օրենսգրքի կարգավորումները՝ նախագծով նաև առաջարկվում է սահմանել խոշտանգման կամ վատ վերաբերմունքի այլ ձևերի հետ կապված բժշկական զննության արձանագրման մանրամասները։ Առաջարկվում է սահմանել, որ նման արձանագրություն կազմվում է, եթե առկա է ձերբակալված անձի գրավոր կամ բանավոր հայտարարությունը՝ մարմնական վնասվածքը կամ առողջական վիճակի վերաբերյալ գանգատը խոշտանգման կամ վատ վերաբերմունքի այլ դրսևորման հետևանք լինելու վերաբերյալ: Արձանագրություն նաև կազմվում է, եթե բուժաշխատողը հայտնաբերում է, որ ձերբակալված անձի մարմնական վնասվածքը կամ առողջական վիճակի վերաբերյալ գանգատը կարող է լինել խոշտանգման կամ վատ վերաբերմունքի այլ ձևերի հետևանք, կամ եթե ձերբակալվածների պահման վայրի վարչակազմի ծառայողը բուժաշխատողին հայտնում է խոշտանգման կամ վատ վերաբերմունքի այլ ձևերի ենթադրյալ դեպքի մասին։
Նախագծի ընդունման արդյունքում կապահովվի Հայաստանում ձերբակալված անձանց պատշաճ բժշկական զննության ու դրա արդյունքների ամբողջական արձանագրման մեխանիզմների փորձարկումը՝ միասնական չափանիշների հիման վրա:
