Միաժամանակ Ռուսաստանը գործելու է նոր ի հայտ եկած պայմանների շրջանակում։ Չի կարելի բացառել Հարավային Կովկասում ռուսական ռազմական ներկայության հետագա վերանայմանն առնչվող քայլերը։ Եթե հայ-թուրքական հարաբերությունները կարգավորվեն, Գյումրիում ռուսական բազա ունենալու իմաստն անհասկանալի կդառնա»,- հավելել է փորձագետը։
