Ինչո՞ւ են ուզում ձերբակալել Գյումրիի նախկին քաղաքապետին

Գյումրիի նախկին քաղաքապետ Սամվել Բալասանյանին ձերբակալելու որոշում է կայացվել։ Նախկին քաղաքապետի նկատմամբ հանրային քրեական հետապնդում է հարուցվել «Սև բերդ» պատմամշակութային ամրոցի հարակից հողերը հանցավոր ճանապարհով օտարելու համար: Մեղադրյալների թվում է նաև նրա կրտսեր որդին՝ Խաչատուր Բալասանյանը, որի նկատմամբ տնային կալանք և գրավ է նշանակվել: Նախկին քաղաքապետը ներկայումս Հայաստանում չէ։ Բալասանյաններից բացի, մեղադրյալ են նաև Գյումրու նախկին և ներկա փոխքաղաքապետերն ու ևս մեկ անձ:
Բալասանյանները 2018 թ. իշխանափոխությունից հետո գործող իշխանությունների հետ խնդիրներ գրեթե չեն ունեցել, մի պահ նույնիսկ ՔՊ-ն կոալիցիոն կարգով կառավարում էր Գյումրին՝ «Բալասանյան» դաշինքի հետ, իսկ Սամվել Բալասանյանի ավագ որդին՝ Միսակ Բալասանյանը մի քանի ամիս զբաղեցրել էր Իրաքում ՀՀ դեսպանի պաշտոնը, որից զրկվել էր կոալիցիոն հուշագիրը չեղարկելուց հետո։ Ո՞րն է պատճառը, որ այսօր իշխանությունները ճնշումներ են սկսել Սամվել Բալասանյանի ու նրա ընտանիքի դեմ, գզրոցներից հանում են հին քրգործերը, փորձում նեղել նախկին քաղաքապետին։
ՔՊ-ն անցած տարվա դեկտեմբերի սկզբին «Բալասանյան դաշինքի» հետ կոալիցիոն հուշագիրը խզեց՝ պատճառաբանելով, թե քաղաքապետարանում ստվերային կառավարում կա։ «Քաղպայմանագիրը» նաև «Բալասանյան» դաշինքին մեղադրում է ՀՀԿ-ի հետ համագործակցության մեջ։
ՔՊ մեր աղբյուրի փոխանցմամբ, դեռ 2023 թ. սեպտեմբերին ՔՊ-ն և Սամվել Բալասանյանը պայմանավորվել էին, որ Գյումրիում իշխանությունը հանձնում են «Քաղպայմանագրին», իսկ իշխանությունները Բալասանյանին և նրան պատկանող «Գյումրի-գարեջուր» ընկերությանը լրացուցիչ արտոնություններ են տրամադրում՝ իրենց արտադրանքն արտերկիր արտահանելու համար։ 2023 թ. սեպտեմբերին Միսակ Բալասանյանը նշանակվեց Իրաքում ՀՀ դեսպան։
Իրաքը բավական յուղոտ կտոր է ալկոհոլային խմիչքների արտահանման առումով, իսկ դեսպանի պաշտոնը՝ հնարավորություն տեղում սեփական բիզնես շահերն ամրապնդելու, արտադրանքի իրացման շուկաներ գտնելու համար։ Թերևս, այս պայմանավորվածություններն այնքան էլ դուր չեն եկել Բալասանյաններին, կամ էլ գարեջրի արտահանումից սպասվելիք եկամուտները չեն բավարարել նրանց ախորժակը, և «Բալասանյան» դաշինքը հրաժարվել է կատարել պայմանավորվածությունները։ Արդյունքում, երեք ամիս անց դեսպանը պաշտոնանկ արվեց, ՔՊ-ն Գյումրիի ավագանիում դարձավ ընդդիմություն։ Եվ այժմ, գործող իշխանությունները որոշել են պատժել Սամվել Բալասանյանին՝ պայմանավորվածությունները չկատարելու համար։
