Նոյեմբերի 11-ին COP29-ն ընդունել պատրաստվող Ադրբեջանն անպատիժ շարունակում է Լեռնային Ղարաբաղում էթնիկ զտումների իր աղետալի ծրագիրը։ Ադրբեջանը 10 ամիս սովի մատնեց Լեռնային Ղարաբաղի բնակչությանը՝ փակելով Լաչինի միջանցքը, իսկ հետո ստիպեց ամբողջ բնակչությանը լքել Լեռնային Ղարաբաղը։
Դրա մասին ասվում է «Ֆրանսիա-Հայաստան» միջխորհրդարանական բարեկամության խմբի ղեկավար Ժիլբեր-Լյուկ Դևինազի հայտարարության մեջ, որը տարածել է Ֆրանսիայի Սենատի մամուլի ծառայությունը։
«Բաքուն դեռևս անազատության մեջ է պահում Արցախի Հանրապետության կամայական ձերբակալված մի քանի քաղաքական գործիչների և շարունակում է Լեռնային Ղարաբաղում հայկական ժառանգությունը ոչնչացնելու իր աշխատանքը։
COP29-ի մեկնարկից առաջ մարդկայնության դեմ հանցագործություն համարվող այս հանցագործությունները թողտվությամբ չհրահրելու համար, բարեկամության խումբը միջազգային հանրությանը կոչ է անում առաջ քաշել իր պայմանները՝ Ադրբեջանից պահանջելով.
քաղբանտարկյալների անվերապահ և անհապաղ ազատ արձակում;
ՅՈՒՆԵՍԿՕ-ի առաքելության անհապաղ ուղարկում Լեռնային Ղարաբաղ՝ հայկական ժառանգության պաշտպանության համար;
Արցախի փախստականներին հնարավորություն ընձեռել օգտվելու իրենց վերադարձի իրավունքից՝ լիովին ապահով պայմաններում՝ ըստ Արդարադատության միջազգային դատարանի որոշման։
Հոկտեմբերի սկզբին ադրբեջանական իշխանությունները հողին են հավասարեցրել Ստեփանակերտի պատմական կենտրոնի մեծ մասը։
Այս գործողությունները, որոնց նպատակն է ջնջել հազարավոր տարիների պատմության բոլոր հետքերը, համեմատելի են Իրաքում, Սիրիայում և Լիբիայում ԴԱԻՇ-ի իրականացրած հանցագործությունների հետ, որոնք ՅՈՒՆԵՍԿՕ-ն այնուհետև որակել էր որպես «մշակութային ցեղասպանություն»:
