«Փաստ» օրաթերթը գրում է.

Կրթության, գիտության, մշակույթի և սպորտի նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել կառավարության 2006 թ.-ի նոյեմբերի 23-ի N 1910-Ն որոշման մեջ: Դրանով հասարակության և պետության հանդեպ հատուկ ծառայություններ ունեցած քաղաքացիների մահվան դեպքում՝ գերեզմանի բարեկարգման, մահարձանի պատրաստման և տեղադրման աշխատանքների իրականացման համար նախատեսված գումարները հանգուցյալի հարազատներին կամ նրանց կողմից լիազորված անձանց կամ հանձնաժողովի կողմից լիազորված կազմակերպությանը, որպես աջակցություն, տրամադրվում է հանձնաժողովի կողմից դրա վերաբերյալ առանձին որոշում կայացնելու հանգամանքով՝ հանձնաժողովի կողմից որոշման ընդունման պահից 6-ամսյա ժամկետում:
 
Նախարարությունը կարծում է՝ սա արդյունավետ չէ և հաճախ հանգեցնում է նրան, որ հանգուցյալի հարազատները լիովին իրազեկված չեն լինում գործընթացի ժամանակացույցին և հաճախ դիմում են խնդրանքով արդեն իսկ նշյալ կարգով սահմանված ժամկետները անցնելուց հետո, ինչն իր հերթին առաջացնում է հարցի վերաբերյալ լրացուցիչ բարդություններ և խոչընդոտներ: Այսինքն՝ ներկայումս հանգուցյալի հարազատներին կամ նրանց կողմից լիազորված անձանց օգնության տրամադրումը պահանջում է հանձնաժողովի կողմից լրացուցիչ որոշման ընդունում։ Սա հանգեցնում է գործընթացի անհարկի ձգձգման, իսկ գործընթացի ժամանակացույցի վերաբերյալ հարազատների լիովին իրազեկված չլինելու հանգամանքը առաջացնում է լրացուցիչ բարդություններ և խոչընդոտներ:
 
Հիմք ընդունելով սա և 2024 թ.-ի սեպտեմբերի 10-ի վարչապետի աշխատակազմի ղեկավարի 02/11.3/29001-2024 հանձնարարականը, ըստ ԿԳՄՍ նախարարության, անհրաժեշտ է կատարել փոփոխություններ, որոնց համաձայն գումարները հանգուցյալի հարազատներին կամ նրանց կողմից լիազորված անձանց կամ հանձնաժողովի կողմից լիազորված կազմակերպությանը պայմանավորված լինի հանձնաժողովի ստեղծման փաստով, ոչ թե հանձնաժողովի կողմից դրա վերաբերյալ առանձին որոշում կայացնելու հանգամանքով: Այսպիսով՝ նախագիծը ենթադրում է օգնության տրամադրման մեխանիզմի փոփոխություն։ Նոր խմբագրությամբ նախատեսվում է, որ գերեզմանի, մահարձանի պատրաստման և տեղադրման աշխատանքների իրականացման համար ֆինանսական օգնությունը կտրամադրվի ավտոմատ կերպով՝ համապատասխան հանձնաժողովի ստեղծումից հետո:
 
Հանձնաժողովի ստեղծման փաստը կդառնա օգնության տրամադրման միակ հիմքը, և լրացուցիչ որոշում չի պահանջվի: Նախարարությունն ընդգծում է՝ նշյալ փոփոխությունը կբերի տվյալ գործընթացի առավել կանոնակարգմանը և դրա հետ կապված հետագա գործառույթների դյուրացմանն ու ընթացակարգի պարզեցմանը: Լրացուցիչ ֆինանսական միջոցների անհրաժեշտություն և պետբյուջեի եկամուտներում և ծախսերում փոփոխություն չի նախատեսվում:
