ՀՀ Կենտրոնական բանկի նախագահը չի բացառում ապագայում վարկային տոկոսադրույքների նվազման հնարավորությունը

ՀՀ Կենտրոնական բանկի նախագահ Մարտին Գալստյանը չի բացառում, որ ապագայում Հայաստանում կնվազեն վարկերի տոկոսները: Այդ մասին նա հայտարարեց հոկտեմբերի 29-ի ասուլիսում՝ առանց հստակեցնելու, թե երբ դա կարող է տեղի ունենալ:
«Անընդհատ քննարկվում է, որ ԿԲ-ն կարճաժամկետ հատվածում իջեցնում է փողի մեկօրյա տոկոսադրույքը, բայց վարկերի տոկոսադրույքները դրան չեն արձագանքում: Տարբեր շուկաներում տոկոսադրույքներն, ըստ էության, որոշվում են առաջարկի և պահանջարկի հիման վրա: Վարկերի տոկոսադրույքն ունի իր ծախսատարությունը, որը, ենթադրենք, ներգրավված ավանդների գումարն է, դրա վրա գումարվում են որոշակի ռիսկային կոմպոնենտներ ու տեսնում ես, թե ստացված տոկոսադրույքի պարագայում շուկայում կա՞ այդքան պահանջարկ այդ տիպի պրոդուկտ ներմուծելու համար, թե՞ պահանջարկն այնքան թույլ է, որ չես կարող այդ տոկոսադրույքով վարկավորում իրականացնել, որովհետև դրա նկատմամբ պահանջարկ չկա»,- պարզաբանեց նախագահը:
Մարտին Գալստյանն արձանագրեց, որ այս պահի դրությամբ առկա է տարատեսակ վարկերի հսկայական պահանջարկ: Դա էլ, ըստ նրա, չի նպաստում տոկոսադրույքի նվազմանը: «Որովհետև եթե կա պահանջարկ այդ պրոդուկտի նկատմամբ՝ դա բերում է գնի բարձրացման: Ենթադրում ենք, որ, եթե վերաֆինանսավորման տոկոսադրույքը նվազեցրած չլինեինք 9.75-ից այսօր արդեն 7.25-ի՝ երկրում կունենայինք վարկային տոկոսադրույքների էական աճ: Քանի որ տոկոսադրույքն էականորեն նվազեցրել ենք, դրան զուգահեռ երկրում 3 տարի բարձր տնտեսական աճով, արտաքին պահանջարկով պայմանավորված կա հսկայական պահանջարկ վարկային պրոդուկտների նկատմամբ, այս պահի դրությամբ տոկոսադրույքները դեռևս նվազման միտում ցույց չեն տալիս»,- նշեց ԿԲ նախագահը:
Կարո՞ղ ենք ենթադրել, որ ապագայում նման միտում կդրսևորվի․ իր իսկ հնչեցրած հարցին Մարտին Գալստյանը դրական պատասխան տվեց: «Որովհետև մեր գործողություններով նաև որոշակի ազդակներ ենք տալիս: Ժամանակի ընթացքում, եթե զգանք, որ պահանջարկի նվազում կա, դա կանդրադառնա նաև մեր վարկային տոկոսադրույքների վրա»,- եզրափակեց նա:
