Ինչպես հայտնի է, երեկ՝ հունվարի 26-ին, ԵԽԽՎ-ում մերժվեց Ռոբերտ Ուոլթերի «Բռնության աճը Լեռնային Դարաբաղում և Ադրբեջանի մյուս օկուպացված տարածքներում» զեկույցը, բայց ընդունվեց մեկ այլ բանաձև ՝ «Ադրբեջանի սահմանային բնակչությունը միտումնավոր զրկված է ջրից» վերնագրով: Բանաձևի հեղինակն է Միլիցա Մարկովիչը:
 
Իշխանության ներկայացուցիչներն ուշադրությունը սևեռում են Ուոլթերի զեկույցի չընդունման վրա՝ համարելով դա հայ խորհրդարանականների և դիվանագետների հաղթանակը:
 
Past.am-ը զրուցել է քաղաքագետ Սուրեն Զոլյանի հետ՝ ճշտելով վերջինիս տպավորությունները երեկվա քվեարկության արդյունքների, հակահայկական բանաձևերի ազդեցության և այլ հարցերի շուրջ:
 
Ըստ պարոն Զոլյանի՝ եթե հարցին ամբողջությամբ նայենք, ապա սա պարտություն է: «Տարբերություն կա, ֆուտբոլային տերմինով ասած, 0.1 հաշվո՞վ պարտվեցինք, թե՞ 0.2: Մի նստաշրջանի ժամանակ չէր կարող ընդունվել երկու հակահայկական կամ հակաղարաբաղյան զեկույց, հատկապես, որ եղել է համանախագահների նախազգուշացում:
 
Զարմացնում է այսպիսի միամտությունը, չափի զգացողության կորուստը, կամ գուցե մե՞զ են ուզում միամիտի տեղ դնել այն մարդիկ, ովքեր խոսում են հաղթանակի մասին: Ի վերջո, ընդունվեց բանաձև, որում նշվում է, թե տարածքները զավթված են և հայկական ուժերը պետք է անմիջապես դուրս բերվեն այնտեղից»,- ընդգծեց Զոլյանը:
 
Քաղաքագետն ուրախանալու բան չի տեսնում: Նրա կարծիքով՝ Մարկովիչի զեկույցն ավելի վտանգավոր է, որովհետև շատ ավելի գրագետ է կազմված և շեշտը դրվում է հումանիտար խնդիրների վրա:
 
«Դա կարող է իր շարունակությունը ունենալ տարբեր հարցերի վրա՝ մշակութային, անտառների, փախստականների հետ կապված, կրթական և այլն: Նույն տրամաբանությամբ, կարող են ասել, որ «զավթված տարածքներում» ի վիճակի չեն կազմակերպել երեխաների կրթությունը:
 
Այս ամենը կախված չէ Ադրբեջանից, բայց նաև կախված չէ Հայաստանից: Սա բավականին մտահոգիչ է: Պետք է ոչ թե մտածել՝ ինչպես տոնել հաղթանակը, այլ թե ինչ հետևություններ պետք է անել»,- նշեց մեր զրուցակիցը:
 
Հարցին՝ ի՞նչ հետևությունների մասին է խոսքը, Սուրեն Զոլյանը պատասխանեց, որ մեր պատվիրակությունը ոչ թե պետք է արձագանքի ադրբեջանցիների քայլերին, այլ պետք է ինքնուրույն դեր խաղա: Հայաստանը, ըստ մեր զրուցակցի, պետք է օգտագործի բոլոր այն հնարավորությունները, որոնք տալիս է ԵԽԽՎ-ն:
 
«Բայց սա արդեն ցանկությունների ոլորտից է, որովհետև ճանաչելով այն կազմը, որն աշխատում է Եվրախորհրդի խորհրդարանական վեհաժողոովում, չեմ կարծում, որ նրանց նախաձեռնություններն ինչ-որ հետաքրքրություն կառաջացնեն եվրոպացի պատգամավորների մոտ»,- հավելեց Սուրեն Զոլյանը:
