1 մլրդ 658 մլն դրամ՝ նախագահի աշխատակազմին՝ ոչինչ չանելու համար
ANALYSIS
Եկող տարվա պետական բյուջեի նախագծով ՀՀ նախագահի աշխատակազմին կհատկացվի 1 մլրդ 658 մլն դրամ, ինչն ընթացիկ տարվա հատկացումից պակաս է 6.4 տոկոսով: Ընթացիկ ծախսերը կկազմեն 1 մլրդ 617 մլն դրամ, կապիտալ ծախսերը՝ 41 մլն դրամ: Բյուջետային առաջարկը երեկ ներկայացրել են խորհրդարանում, իսկ առաջիկայում այն ամբողջական փաթեթի մեջ կներկայացվի խորհրդարանի նիստում։
Մինչ նախագահի աշխատակազմի ղեկավարի տեղակալը ներկայացնում էր բյուջեի սպասվող ծախսերը, ՀՀ նախագահ Վահագն Խաչատուրյանը Կոլումբիայում է, մասնակցում է Կլիմայական փոփոխությունների համաժողովին, հանդիպումներ ունենում տարբեր ղեկավարների հետ, կարճ ասած, բյուջեի հաշվին կյանքը վայելում։
ՀՀ նախագահի ինստիտուտը Նիկոլ Փաշինյանի օրոք դարձել է բացառիկ կույրաղիք, իսկ նախագահի պաշտոնում Խաչատուրյանի նշանակումն ու պաշտոնավարումն ընդամենը կառավարության կամքը և ՔՊ ընդունած վիճահարույց օրենքները դակելու գործիք։ Այս իրավիճակը, իհարկե, ձեռք է տալիս «պատվավոր թոշակառու» Խաչատուրյանին, ով պետության հաշվին կյանքն է վայելում՝ տարեկան մի քանի տասնյակ այցեր անելով։
Այն, որ նախագահականը վաղուց այլևս ոչ մի բանի պետք չէ, ակնհայտ է դառնում նույնիսկ այդ կառույցում առկա թափուր աշխատատեղերից։ Նախագահի աշխատակազմը մինչ օրս ղեկավար չունի, ընդամենը մեկ տեղակալ է, որն էլ կատարում է ղեկավարի պարտականությունները։ Թափուր են վեց վարչություններից երկուսի պետերի պաշտոնները, բազմաթիվ այլ, բարձր վարձատրվող պաշտոններ, որոնց բացակայությունը, թեպետ, որևէ ազդեցություն և հետևանք չունի պետության համար։ Ընդհակառակը, նույնիսկ, եթե նախագահի աշխատակազմը ցրեն ողջ կազմով, դա զրոյական ազդեցություն կարող է ունենալ։
2015 թ. Սահմանադրությունը նախագահի լիազորություններն էապես կրճատել էր, իսկ Վահագն Խաչատուրյանն ու իր աշխատակազմն ինքնակամ բոլոր լիազորությունները նվիրել են գործադիրին։ Ոչ մի խնդիր, կարևորը ժամանակին դակում են օրենքները, երբեք չեն ընդդիմանում իշխանության քայլերին, փոխարենը երաշխավորված բարձր աշխատավարձ են ստանում։
