Նիկոլ Փաշինյանի գլխավորությամբ տեղի է ունեցել խորհրդակցություն, որի ընթացքում քննարկվել է 2024-2026 թվականների Ոստիկանության ոլորտի բարեփոխումների ռազմավարական ծրագրի և դրանից բխող գործողությունների ծրագրի նախագիծը:
Նախ անդրադարձ է կատարվել նախորդ ռազմավարության արդյունքներին, որոնց թվում են՝ Ներքին գործերի նախարարության ստեղծումը, Պարեկային ծառայության ներդնումը, օպերատիվ կառավարման կենտրոնի ստեղծումը, պարեկային ծառայության կադրերի պատրաստման ուղղությամբ իրականացված ծրագրերը և այլն: Զեկուցվել է, որ ռազմավարական ծրագրից բխող գործողությունների ծրագրով նախատեսվում է բարելավել ՆԳՆ կողմից մատուցվող հանրային ծառայությունների որակը, ոստիկանության կառավարման սխեման բերել ավարտական տեսքի, ներդնել մարդկային ռեսուրսների կառավարման ինստիտուցիոնալ նոր մոտեցում, իրականացնել ոստիկանության արտաքին նկարագրի, ենթակառուցվածքների, տեխնիկական հագեցվածության լավարկում և այլն: Միաժամանակ, վերը նշված ժամանակահատվածում նախատեսվում է գործարկել Քրեական ոստիկանությունը, Համայնքային ոստիկանությունը, Ոստիկանության գվարդիան նոր կառուցվածքով և ֆունկցիոնալով, ձևավորել հանրապետական մեկ միասնական օպերատիվ կառավարման կենտրոն։
Հետևողական քայլեր են իրականացվելու կրթական միջավայրի բարելավման, ոստիկանության կադրային պատրաստման, մասնագիտական զարգացման, Պարեկային ծառայության զարգացման, ազատությունից զրկված անձանց իրավունքների երաշխավորման, վատ վերաբերմունքի կանխարգելման և այլ ուղղություններով:
Միաժամանակ, նշվել է, որ վերջին շրջանում անկախ կազմակերպությունների կողմից իրականացվել են սոցհարցումներ՝ պարզելու Ոստիկանության նկատմամբ հանրային վստահության մակարդակը: Մասնավորապես, ԵԱՀԿ կողմից 2024թ․ անցկացված հարցման արդյունքներով Ոստիկանության նկատմամբ հանրային վստահության մակարդակը կազմել է 72%, IRI-ի կողմից 2023-ին անցկացված հարցումներով՝ 58%, իսկ 2024թ․-ին՝ 62%:
Փաշինյանը կարևորել է Ոստիկանության ոլորտի բարեփոխումների արդյունավետ իրականացումը՝ ընդգծելով հանրային վստահության մակարդակի բարձրացման ուղղությամբ հետևողական ու շարունակական քայլերի անհրաժեշտությունը:
