Այսօր՝ նոյեմբերի 1-ին, Մարդու իրավունքների պաշտպանի հաստատության դիմաց տեղի է ունեցած բողոքի ակցիայի ժամանակ մասնակիցներն անթույլատրելի և իրականության հետ աղերս չունեցող գնահատականներ են հնչեցրել Պաշտպանի և ՄԻՊ հաստատության գործունեության վերաբերյալ՝ փորձելով ստվերել կառույցի անկախությունն ու անաչառությունը: Այս մասին հայտարարություն է տարածել ՄԻՊ գրասենյակը՝ անդրադառնալով այսօր ՄԻՊ-ի մոտ տեղի ունեցած ակցիայի ժամանակ հնչեցված գնահատականներին:
«Վերոնշյալի հաշվառմամբ և Պաշտպանի գործունեությանը կոնկրետ քաղաքական դերակատարների կողմից միջամտելու շարունակական պրակտիկան նկատի ունենալով՝ կոչ ենք անում զերծ մնալ ՄԻՊ հաստատության հեղինակությունն արատավորող անհիմն հայտարարություններից և գործել էթիկայի սկզբունքների պահպանմամբ:
Դեռևս 2024 թվականի հունիսին Մարդու իրավունքների ազգային հաստատությունների եվրոպական ցանցը (ENNHRI) հայտարարություն էր տարածել, որով կոչ էր անում Հայաստանի բոլոր դերակատարներին՝ հավատարիմ մնալ այն միջազգային չափանիշներին, որոնք, ի թիվս այնի, վերաբերում են ՄԻՊ հաստատության անկախության և գործունեության արդյունավետության վրա բացասաբար ազդող ցանկացած գործողությունից Հայաստանի Մարդու իրավունքների պաշտպանի պաշտպանությանը: Եվրոպական ցանցն ընդգծել էր, որ Փարիզյան սկզբունքների հիմնարար պահանջն այն է, որ մարդու իրավունքների ազգային հաստատությունը պետք է կարողանա գործունեություն իրականացնել՝ առանց քաղաքական միջամտության:
Շեշտադրվել էր նաև, որ բոլոր դերակատարները պետք է նպաստեն մարդու իրավունքների պաշտպանության ազգային հաստատությունների նկատմամբ հանրային վստահության խթանմանը։ Ավելին, Եվրոպական ցանցի՝ Եվրոպայում իրավունքի գերակայության վիճակի վերաբերյալ զեկույցում ընդգծվել էր, որ Հայաստանում Մարդու իրավունքների պաշտպանի դեմ արշավը կազմակերպված բնույթ է կրում։ Հիշեցնենք, որ Միավորված Ազգերի կազմակերպության Մարդու իրավունքների ազգային ինստիտուտների գլոբալ դաշինքի (GANHRI) հավատարմագրման հարցերով ենթահանձնաժողովն օրեր առաջ Հայաստանի Հանրապետության մարդու իրավունքների պաշտպանի հաստատությանը շնորհել է վստահելիության և անկախության A դասի բարձրագույն կարգավիճակ: Նման կարգավիճակ շնորհվում է այն օմբուդսմաններին և ազգային հաստատություններին, որոնք համապատասխանում են ՄԻՊ գործունեության համար սահմանված սկզբունքներին, անկախ են, վստահելի և դրսևորում են մարդու իրավունքներին առնչվող խնդիրներն արդյունավետորեն ուսումնասիրելու և լուծելու կարողություն:
Ենթահանձնաժողովն ուսումնասիրել է Հայաստանի Մարդու իրավունքների պաշտպանի գործունեությունը, որի արդյունքում հաստատել է, որ Հայաստանի Պաշտպանի ինստիտուտը գործում է Փարիզյան սկզբունքների համաձայն և համապատասխանում է բարձրագույն կարգավիճակ ստանալու չափանիշներին»,- ասված է ՄԻՊ աշխատակազմի հրապարակած հաղորդագրության մեջ։
