«Փաստ» օրաթերթը գրում է.

Տարածքային կառավարման և ենթակառուցվածքների նախարարությունն առաջարկում է լրացում կատարել «Թափոնների մասին» օրենքում և Հարկային օրենսգրքում: Նախագծերի ընդունման անհրաժեշտությունը պայմանավորված է Հայաստանում շահագործվող տրանսպորտային միջոցների պարկի թարմացման, տրանսպորտային միջոցների հետագա օգտահանման համար ֆինանսական միջոցների ապահովմամբ և երթևեկության անվտանգության մակարդակի բարձրացմամբ։ Նշվում է, որ հանրապետությունում ներկայում չի գործում այլ երկրներում կիրառվող օգտահանման վճարի համակարգը, ինչը ավտոտրանսպորտային միջոցների համար նախատեսված հարկատեսակ է, որը պետք է վճարեն տրանսպորտային միջոցներ ներմուծողները և արտադրողները՝ տրանսպորտային միջոցի հետագա օգտահանումն ապահովելու համար:
 
Տրանսպորտային միջոցների համար նախատեսված օգտահանման վճարի համակարգի բացակայության արդյունքում հանրապետության տարածք ներմուծվում են մեծ քանակով էժանագին, հին տրանսպորտային միջոցներ, որոնք չեն համապատասխանում էկոլոգիական բարձր դասի համար սահմանված պահանջներին և արտանետումների պատճառով մեծ վնաս են հասցնում օդի մաքրությանը։ Օգտահանման վճարը միանվագ վճար է, որը վճարվում է յուրաքանչյուր տրանսպորտային միջոցի համար միայն մեկ անգամ: Օգտահանման վճարը նախատեսված է բոլոր բնապահպանական չափանիշներին համապատասխան մեքենան ոչնչացնելու, օգտահանելու համար: Այս չափանիշներին համապատասխանությունն ապահովում է շրջակա միջավայրի, ինչպես նաև քաղաքացիների կյանքի և առողջության պահպանումը:
 
Օգտահանման վճարի համակարգը ներդնելու համար անհրաժեշտ է մշակել համապատասխան օրենսդրական դաշտ։ Այդ նպատակով լրացում է կատարվում «Թափոնների մասին» օրենքում՝ սահմանելով Հայաստան ներկրվող կամ Հայաստանում արտադրվող ավտոտրանսպորտային միջոցների, ինքնագնաց մեքենաների և նրանց կցորդների համար օգտահանման վճարի պահանջ, սահմանվում են օգտահանման վճար վճարողները և օգտահանման վճարի չափի, գանձման առանձնահատկությունները։ Միաժամանակ համապատասխանաբար փոփոխություններ են կատարվում Հարկային օրենսգրքում՝ բնապահպանական նպատակներով նախատեսված կրկնակի հարկումը բացառելու համար։ Օրենքների նախագծերի փաթեթի ընդունումից հետո կմշակվեն համապատասխան ենթաօրենսդրական ակտերը։ Նախագծի ընդունման արդյունքում ակնկալվում է տրանսպորտային պարկի թարմացում, հին, անսարք մեքենաների թվի նվազում, բնապահպանական իրավիճակի բարելավում։ Նախագծի ընդունման դեպքում նախատեսվում է պետբյուջեի եկամուտների ավելացում, անհրաժեշտություն կառաջանա նաև մշակել ենթաօրենսդրական իրավական ակտերի նախագծեր։
