Կառավարության այսօրվա նիստում որոշում կայացվեց ՀՀ-ից մի շարք ապրանքների՝ դեպի ԵԱՏՄ երկրներ տեղափոխման և երրորդ երկրներ արտահանման ժամանակավոր արգելք կիրառել։ Հիմնավորման մեջ նշվում է, որ որոշման ընդունումը պայմանավորված է սև և գունավոր մետաղներից պատրաստված օգտագործված ապրանքների արտահանումը կանոնակարգելու, տեղական արտադրությունը զարգացնելու և հումքային բազայով ապահովելու, ինչպես նաև նոր ներդրումների միջոցով՝ Հայաստանի մշակող արդյունաբերության ոլորտի գործունեությունը խթանելու անհրաժեշտությամբ: Վերջին տարիների փորձը ցույց է տվել որպես հումք ներմուծվող սև և գունավոր մետաղների ջարդոնով կամ նախապատրաստվածքով աշխատելը տնտեսական աննպատակահարմար է, քանի որ դրանց գները բարձր են: Դրա արդյունքում ներմուծված հումքով արտադրված վերջնական արտադրանքը բարձր ինքնարժեք ունի և նույնիսկ ներքին շուկայում դառնում է ոչ մրցունակ։ Բացի այդ, վերջին տարիներին ԵԱՏՄ ընդհանուր շուկայում ձևավորված բարձր գների պատճառով նկատվում էին Հայաստանից սև և գունավոր մետաղների ջարդոնի ինտենսիվ արտահանման գործընթացներ։ ԵԱՏՄ որոշ երկրներ նույնպես արգելել կամ սահմանափակել են սև և գունավոր մետաղների արտահանումը, այդ թվում՝ դեպի ԵԱՏՄ երկրներ»։ Այս ամենը հաշվի առնելով կառավարությունը որոշեց ժամանակավորապես (6 ամիս ժամկետով) արգելել սև և գունավոր մետաղների ջարդոնի ու թափոնի, ինչպես նաև սև և գունավոր մետաղից պատրաստված օգտագործված որոշ ապրանքների արտահանումը։
