ՀՀ պետական բյուջեից Պաշտպանության նախարարությանը 2025 թվականի համար նախատեսվում է հատկացնել 664 միլիարդ 653 միլիոն 454 հազար դրամ։ Այս մասին ԱԺ-ում 2025 թվականի պետական բյուջեի նախագծի քննարկման ժամանակ հայտարարեց ՀՀ պաշտպանության նախարար Սուրեն Պապիկյանը:

Նախարարը նշեց, որ ՀՀ զինված ուժերում արմատական համակարգային բարեփոխումների իրականացման հիմնական ուղենիշների սահմանման նպատակով մշակվել և անվտանգության խորհրդի որոշմամբ հավանության է արժանացել բանակի կերպափոխման հայեցակարգը: Նա ընդգծեց, որ hայեցակարգով սահմանվում է՝ անցում արհեստավարժ բանակի:

«Այստեղ խոսք է գնում նաև պրոֆեսիոնալ սերժանտական համակարգի մասին, Զինված ուժերի կազմակերպական և հաստիքային կառուցվածքի բարելավում։ Այն ենթադրում է ոչ միայն հաստիքային փոփոխություններ, զորատեսակների մեջ փոփոխություններ, այլև ենթադրում է սպայական և պայմանագրային զինծառայողների աշխատավարձի բարելավման ծրագիր»,- ասաց նա։

Նրա խոսքով՝ կառավարության համար առանցքային է զինված ուժերը կիրթ և բանիմաց կադրերով համալրելու քաղաքականությունը:

«Վերջին 2 տարվա ընթացքում իրականացվել են մի շարք ծրագրեր, որոնց արդյունքում առաջիկա տարիներին մեր զինված ուժերի շարքերը կսկսեն համալրել ավելի մեծ քանակով սպաներ և, իհարկե, նաև ավելի կրթական մակարդակով և պրոֆեսիոնալիզմով ավելի բարձր որակավորում ունեցող կադրեր։

Եվ դրա համար ներդրվել է 2022-2023 թվականների ուսումնական տարվանից ընդունված և ավարտելուց հետո սպայական պաշտոնների նշանակված զինծառայողների համար Երևան քաղաքում վերանորոգված երեք սենյականոց ծառայողական բնակարան հատկացնելու մասին Ազգային ժողովի ընդունած օրենքը»,- նշեց Պապիկյանը:

Նա տեղեկացրեց, որ ռազմաուսումնական հաստատությունների կուրսանտների համար սահմանվել է վարձատրության նոր համակարգ՝ կախված կուրսանտի առաջադիմությունից և կուրսից, որի արդյունքում վարձատրությունն աճել է 3-10 անգամ, 15000-ից մինչև 175000 դրամ: Չորրորդ կուրսի ուսանողը կարող է ստանալ 175000 դրամ ամսական բավարարում։ Խոսքը ուսանողի մասին է։

«Ներդրվել է շարքային կազմի պարտադիր զինվորական ծառայությունից պայմանագրային զինվորական ծառայության անցման նոր կարգ՝ «Պաշտպան հայրենյաց» ծրագիրը։

Մենք բազմիցս խոսել ենք, որ արհեստավարժ բանակի հիմքը պետք է հանդիսանան պրոֆեսիոնալ զինվորականները, այն է՝ պայմանագրային զինծառայությունը, բայց նաև խոսել ենք, որ մեր ընդունած համակարգը և հայեցակարգը նրա մասին են, որ համակարգը լինելու է հիբրիդային, այսինքն՝ պարտադիր ժամկետային զինծառայությունը շարունակելու է Հայաստանում գոյություն ունենալ, որը հանդիսանալու է մեզ համար ռեսուրս, որպեսզի մենք համալրենք պրոֆեսիոնալ բանակի շարքերը»,- շեշտեց Պապիկյանը:

Պապիկյանը նշեց, որ կարևոր է նաև ԶՈՒ-ն իգական սեռի ներկայացուցիչներով համալրելը: «Մեզ համար կարևոր է, որ զինված ուժերի բաղկացուցիչ մաս դառնան նաև իգական սեռի ներկայացուցիչները՝ որպես պրոֆեսիոնալ զինվորներ։

Ներդրվել է կանանց գումարտակը և նաև պարտադիր կամավոր ժամկետային զինծառայություն, կամավոր պարտադիր ժամկետային զինծառայությունը, և ի ուրախություն մեզ, կարող եմ նշել, որ վերջին մեկ տարվա ընթացքում ունենք արդեն կին զինծառայողներ, որոնք ոչ միայն վեցամսյա կուրսը ավարտել են, այլև որոշել են դառնալ սպաներ և հիմա սովորում են Վազգեն Սարգսյանի անվան ռազմական ակադեմիայում»,- ասաց նա:
