Գիտական կադրերի համապետական հաջորդ ատեստավորումը նախատեսվում է իրականացնել 2026 թվականին. նախագիծ. «Փաստ»

«Փաստ» օրաթերթը գրում է.

ԿԳՄՍ նախարարությունը հանրային քննարկման է ներկայացրել «Գիտական կադրերի համապետական ատեստավորման ծրագիրը հաստատելու մասին» նախագիծը: Գիտական կադրերի համապետական ատեստավորման ծրագիրն ուղղված է 2026 թ.-ին գիտական պետական կազմակերպություններում և բարձրագույն ուսումնական հաստատությունների գիտական ստորաբաժանումներում գիտական և ճարտարագիտատեխնիկական պաշտոնների համար սահմանված նվազագույն չափանիշներին համապատասխան գիտական կադրերի համապետական ատեստավորման և ճարտարագիտատեխնիկական պաշտոններ զբաղեցնելու համապատասխանությունը ստուգելու գործընթացի արդյունավետ և սահուն իրականացմանը։
 
«Գիտական և գիտատեխնիկական գործունեության մասին» օրենքի 17-րդ հոդվածով սահմանված ժամկետին համապատասխան կազմակերպությունների կողմից համապետական ատեստավորումն իրականացվել է 2021 թ.-ին, որի արդյունքները հիմք են հանդիսացել 2022 թ.-ի հունվարի 1-ից մինչև 2025 թ.-ը, յուրաքանչյուր տարի, Հայաստանի պետական բյուջեի գիտական և գիտատեխնիկական գործունեության բազային ֆինանսավորմամբ իրականացվող ծրագրերում ընդգրկված գիտական կադրերի աշխատավարձի աստիճանական ավելացմանը՝ հասցնելով այն հանրապետության մասշտաբով պետական համակարգում համեմատելի և համադրելի արժեքների։ Հաջորդ համապետական ատեստավորումը նախատեսվում է իրականացնել 2026 թ.-ին:
 
Առաջարկվում է հաստատել «Գիտական կադրերի համապետական ատեստավորման ծրագիրը հաստատելու մասին» կառավարության որոշման նախագիծը, որն ապահովելու է 2026 թ.-ին բուհերի գիտական ստորաբաժանումներում գիտական և ճարտարագիտատեխնիկական պաշտոնների համար սահմանված նվազագույն չափանիշներին համապատասխան գիտական կադրերի համապետական ատեստավորման և ճարտարագիտատեխնիկական պաշտոններ զբաղեցնելու համապատասխանությունը ստուգելու գործընթացի արդյունավետ և սահուն իրականացումը։
 
Ըստ նախարարության, նախագծի ընդունման արդյունքում կվերանայվեն արդյունավետության բարձր պահանջներին համապատասխանող գիտական աշխատողների տարակարգման և, ըստ գիտական աշխատողների պաշտոնների անվանացանկի, գիտական ստորաբաժանումներին հատկացվող ֆինանսավորումը, գիտական և ճարտարագիտատեխնիկական կադրերի աշխատավարձերի, ինչպես նաև կնպաստեն գիտության ոլորտում պետական ֆինանսավորման արդյունավետության բարձրացմանը։
