Բաքվում հաղթանակ են որակել օրեր առաջ Եվրոպական խորհրդարանում COP-29-ի վերաբերյալ տեխնիկական բնույթ ունեցող բանաձևի ընդունումը, որում, ի դեպ, Եվրոպական խորհրդարանը հերթական անգամ  խիստ մտահոգություն է հայտնում Ադրբեջանում մարդու իրավունքների իրավիճակի վերաբերյալ և հղում է կատարում մինչ այդ ընդունված բոլոր, այդ թվում՝ վերջին բանաձևին, որի բովանդակությունը շատ կոշտ ու քննադատական էր։

Բրյուսելում «Արմենպրես»-ի թղթակցի փոխանցմամբ՝ COP 29-ի վերաբերյալ բանաձևը և դրանում տեղ գտած կետերն Ադրբեջանի փոխդեսպան Անար Շյուքյուրովը խեղաթյուրել է բանաձևի էությունն ու ապատեղեկատվություն է տարածել դրա վերաբերյալ։ Շյուքյուրովը X-ի իր միկրոբլոգում տարածել է, թե իբր Ֆրանսիան ներկայացնող եվրախոհրդարանական Նատալի Լուազոյի և մի շարք այլ պատգամավորների կողմից ներկայացված առաջարկները Լեռնային Ղարաբաղում տեղի ունեցածի, Հայաստանի հանդեպ Ադրբեջանի շարունակական սպառնալիքների վերաբերյալ մերժվել են քվեարկության ժամանակ և տեղ չեն գտել բանաձևում, մինչդեռ այդ առաջարկները լիագումար նիստում չեն քննարկվել և քվեարկության չեն դրվել։

Իրականում բանաձևում տեղ են գտել կետեր, որոնցում հերթական անգամ պատգամավորները մտահոգություն են հայտնում և կոչ անում Ադրբեջանին հարգել բոլոր քաղբանտարկյալների, իրավապաշտպանների և լրագրողների իրավունքները, անհապաղ և անվերապահորեն ազատ արձակել  նրանց։ Եվրոխական խորհրդարանը հաստատակամ է իր դիրքորոշման մեջ՝ Ադրբեջանի հետ բոլոր գործընկերային համաձայնագրերը պետք է պայմանավորվեն վերոնշյալով և երկրում մարդու իրավունքների ընդհանուր իրավիճակի բարելավմամբ։

Բանաձևը նաև կոչ է արել ԵՄ-ին օգտագործել COP29-ը որպես առիթ, որպեսզի միջազգային հանրությունը հիշեցնի Ադրբեջանին իր միջազգային պարտավորությունների մասին և դատապարտի և բովանդակալից կերպով անդրադառնա Ադրբեջանի կողմից մարդու իրավունքների խախտումներին։

COP29-ի վերաբերյալ ընդունված բանաձևում խիստ մտահոգություն է հայտնվում, որ Ադրբեջանի բնապահպանության և բնական պաշարների նախարար Մուխթար Բաբաևը, ով մինչև նախարար դառնալը 26 տարի աշխատել է Ադրբեջանի Հանրապետության պետական ​​նավթային ընկերությունում, նշանակվել է COP29-ի նախագահ։

Բանաձևը չի անտեսել նաև Ադրբեջանի նախագահ Իլհամ  Ալիևի հայտարարություններն այն մասին, որ նա շարունակելու է պաշտպանել հանածո վառելիքով հարուստ երկրների շահերը։ Եվրոպական խորհրդարանի պատգամավորները կոչ են անում Եվրոպական հանձնաժողովին և ԵՄ անդամ պետություններին ձեռնարկել բոլոր անհրաժեշտ գործողությունները՝ ապահովելու, որ COP-ի առաջիկա նախագահությունները զերծ լինեն շահերի բախումից։
