«Փաստ» օրաթերթը գրում է.

mk.ru-ն «Բաքվի և Երևանի միջև խաղաղության պայմանագրի վերաբերյալ ակնկալիքներ են հնչեցվել. «Մենք չգիտենք, թե կոնկրետ ինչի շուրջ չեն կարող պայմանավորվել»» վերնագրով հոդվածում գրում է, որ Ադրբեջանը և Հայաստանը կվերսկսեն խաղաղության պայմանագրի ստորագրման շուրջ բանակցությունները դեկտեմբերին, հայտարարել է Ադրբեջանի նախագահի օգնական Հիքմեթ Հաջիևը։ Նա նշել է, որ մինչև նոյեմբերի վերջ Ադրբեջանի ղեկավարության օրակարգի գլխավոր հարցը Բաքվում ընթացող COP 29 կլիմայական գագաթաժողովն է։ Նաև նշվել է, որ փաստաթուղթը բարելավման կարիք ունի առկա չլուծված խնդիրների պատճառով, և մեղադրել է Հայաստանին խաղաղության պայմանագրի առաջարկների քննարկման անբավարար արդյունավետության մեջ։ «Ուստի, մենք զգում ենք, որ դա այս համատեքստում ուշացած գործընթաց է:
 
Իհարկե, դեկտեմբերից նոր գործընթաց է լինելու»,- հավելել է նա։ Ավելի վաղ Նիկոլ Փաշինյանը Բաքվին առաջարկել էր ստորագրել խաղաղության պայմանագիր արդեն համաձայնեցված կետերի շուրջ, իսկ մնացած վիճահարույց հարցերը շարունակել առանձին քննարկել։ Սակայն Ադրբեջանում այդ գաղափարը մերժվել է։ Հումանիտար գիտությունների պետական ակադեմիական համալսարանի դոցենտ Արթուր Ավակովը mk.ru-ի հետ զրույցում ասել է, թե ինչ սպասել բանակցությունների հաջորդ փուլից: «Բաքուն հույս ուներ համոզել Երևանին՝ ստորագրել խաղաղության պայմանագիր COP 29-ում՝ Արևմուտքին որպես խաղաղարար ներկայանալու համար: Բայց Փաշինյանը համաձայնեց փաստաթղթի միայն մի մասի շուրջ համաձայնության գալ, իսկ մի քանի կետերի հարցով հետո պայմանավորվել։
 
Դա արդեն Բաքվի սրտով չէր։ Այստեղ կարևոր է շեշտել այն, որ մենք չգիտենք, թե կոնկրետ ինչի՞ շուրջ չեն կարողացել պայմանավորվել։ Խոսքը, ենթադրաբար, Հայաստանի Սահմանադրության մեջ փոփոխություններ մտցնելու, սահմանին երրորդ երկրների ուժեր ու ակտիվներ տեղադրելու, ինչպես նաև, այսպես կոչված, «Զանգեզուրի միջանցքի» կամ ադրբեջանցիների՝ Հայաստան վերադարձի մասին է։ Բայց դրանք բոլորը խոսակցություններ են: Ոչ ոք պաշտոնապես ոչինչ չի հայտարարել։ Միաժամանակ ակնհայտ է, որ Ադրբեջանը ձգտում է Հայաստանի ամբողջական կապիտուլ յացիային ու Հարավային Կովկասում հայկական գործոնի երկարաժամկետ ճնշմանը։ Փաստացի, բանակցություններ չկան։ Կան Բաքվի պահանջները և Երևանի փորձերը՝ գոնե հնարավորինս խուսափել դրանցից։ Հայաստանի իշխանություններին ինչ-որ չափով դա հաջողվում է, բայց նրանք դեռ չեն կարողանում սեփական օրակարգը պարտադրել։ Եվ, ընդհանրապես, անհայտ է, թե արդյո՞ք նրանք են ձևավորում այդ օրակարգը, բացի «խաղաղության խաչմերուկից»։
 
«Խաչմերուկն» ինքնին լավ նախագիծ է, որը կենտրոնացած է խաղաղ ապագայի վրա, որտեղ բոլորը բարգավաճում են: Բայց այն իրականացնելու համար նախ պետք է համաձայնության գալ Բաքվի հետ»,- բացատրել է Ավակովը։
