ՆԳՆ գլխավոր քարտուղար Արա Ֆիդանյանի գլխավորած պատվիրակությունը նոյեմբերի 12-16-ը Գերմանիայի մայրաքաղաք Բեռլինում էր: Ճանաչողական այցը կազմակերպվել էր Ժողովրդավարության զարգացման հիմնադրամի աջակցությամբ՝ «Արդարադատության բարեփոխումների ամբողջականություն» ծրագրի շրջանակում։
Պատվիրակության կազմում էին ՆԳՆ ռազմավարության քաղաքականության մշակման և մոնիթորինգի վարչության պետ Արմեն Մկրտչյանը, պետի տեղակալ Հրանտ Թորոսյանը, իրավապաշտպան գործունեություն ծավալող հասարակական կազմակերպությունների ներկայացուցիչներ։
Պատվիրակության անդամները հանդիպումներ են ունեցել Գերմանիայի Դաշնային Հանրապետության ՆԳ նախարարության պետական քարտուղար Յոհան Զաաթհոֆի, Բեռլինի ոստիկանության ակադեմիայի և ՆԳՆ այլ պաշտոնատար անձանց հետ:
Քննարկվել են ԳԴՀ ոստիկանության կողմից հավաքների և զանգվածային միջոցառումների սպասարկման ոստիկանական ծառայության կազմակերպման, կադրերի ուսուցման և վերապատրաստման, ոստիկանության գործունեության ներքին անվտանգության կազմակերպման, ինչպես նաև խորհրդարանական վերահսկողության մեխանիզմներին առնչվող հարցեր: Հայկական պատվիրակությանը ներկայացվել են նշված ոլորտներում Գերմանիայի փորձը, ինստիտուցիոնալ կարողություններն ու օրենսդրական կարգավորումների առանձնահատկությունները։
Պատվիրակությունը եղել է նաև Բեռլինի ոստիկանության ակադեմիայում, ծանոթացել ուսումնական գործընթացի կազմակերպման տեսական և գործնական հատվածներին։
Արա Ֆիդանյանը ՀՀ ՆԳՆ ոստիկանությունում մեկնարկած բարեփոխումների արդյունավետ իրականացման համատեքստում կարևորել է Հայաստանի Հանրապետության և Գերմանիայի Դաշնային Հանրապետության Ներքին գործերի նախարարությունների միջև ձևավորված համագործակցության ընդլայնումն ու ամրապնդումը:
Պայմանավորվածություն է ձեռք բերվել նոր ձևավորվող Ոստիկանության գվարդիայի կադրերի պատրաստման հարցում Գերմանիայի Դաշնային Հանրապետության ՆԳ նախարարության կողմից աջակցություն ցուցաբերելու վերաբերյալ։
