Լոռու և Տավուշի մարզերում 2024 թվականի մայիսի 25-26-ը տեղացած հորդառատ անձրևների պատճառով առաջացած արտակարգ իրավիճակի հետևանքով հայտարարված աղետի գոտիներում, բնակիչների մի զգալի մասը փոխհատուցում դեռևս չի ստացել։ Բնակիչները MediaHub-ին ասացին, որ կես տարվա ընթացքում՝ հարցը դեռ չի լուծվել։ Պատճառն, ըստ տեղացիների, բյուրոկրատիան է՝ թղթաբանությունը շատ է։

«Էնքան են անիմաստ տարել բերել, բարդացրել էս գործընթացը, որ չգիտեմ արդեն էլ ում դիմեմ, որ էդ անտեր փոխհատուցումը ստանամ»,-ասաց գյուղացիներից մեկը։ 

Կառավարությունն աղետի գոտում շուրջ 270 վնասված բնակելի տուն կամ բնակարան է գույքագրել։ Փոխհատուցման առաջին փուլում միայն բնակապահովման կարիքների համար շուրջ 1 միլիարդ դրամ է հատկացվել։ Մշակման փուլում է տուժած գործարարներին կամ գյուղատնտեսներին օժանդակելու հարցը։ Բնակապահովման ծրագիրը Ալավերդի քաղաքի «Սանահին կայարան» թաղամասի բնակիչը ձախողված է համարում։

«Պարզվում է, որ վկայականի խնդիր ունեմ։ Մինչև թղթաբանական հարցերը չլուծեմ՝ ոչ մի փոխհատուցում չեմ ստանա։ Տունը, որտեղ ապրում ենք՝ իմ միջոցներով եմ վերանորոգել, բայց սա ապրել չի, հազիվ ձգում ենք»,-նշեց նա, ավելացնելով, որ բնակարանի, գույքի վճարից բացի, դեռևս չի ստացել նաև գյուղատնտեսական վնասների փոխհատուցումը։ 

«Սանոսյանը եկավ, ասաց՝ մի քանի ամիս հետո սաղ հարցերը լուծվելու են, 6 ամիս անցել է, ինքն էլ նախարար չի, հիմա ումի՞ց պահանջեմ»,-ասաց նա։ 
Աղետից ամիսներ անց՝ հակառակ խնդիրներին, Քարկոփ գյուղն ամբողջությամբ բնակեցվել է։ Սակայն, այստեղ էլ մարդիկ կանգնել են նույն խնդրի առաջ։ 

«Հուլիսի 15-ից սեպտեմբերի 30-ը քաղաքացիները պետք է դիմումներ ներկայացնեն մարզպետարան ու ստանան բնակարանի գնման վկայագրեր, բնակարանները վերանորոգելու համար ֆինանսական օգնություն, կամ օժանդակություն՝ առաջնային անհրաժեշտության կենցաղային գույք ձեռք բերելու համար։ Դրանից բացի աջակցություն կտրամադրվի նաև գյուղատնտեսության ոլորտում վնասներ կրած տնտեսավարողներին»,-մեզ հետ զրույցում պարզաբանեց Քարկոփի համայնքի ղեկավար Հերմինե Պետրոսյանը։ Նա նշեց, որ Քարկոփում ևս կադաստրով  հաստատված սեփականության վկայականների հետ կապված բազմաթիվ հարցեր կան, որոնք առ այսօր չեն լուծվել։ 

Պետրոսյանը նաև նշեց, որ դժգոհությունների մասին տեղյակ է և հնարավոր ամեն ինչ արվում է՝ խնդիրները կարգավորելու համար։
