«Փաստ» օրաթերթը գրում է.

Ֆինանսների նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել «ՀՀ բյուջետային համակարգի մասին» օրենքում: Կառավարությունը մի շարք օրենսդրական և ինստիտուցիոնալ փոփոխություններ է իրագործել հանրային ներդրումների կառավարման (ՀՆԿ) գործընթացում՝ ԱՄՀ-ի կողմից 2018 թ.-ին իրականացված Հանրային ներդրումների կառավարման գնահատումից հետո (PIMA): 2023 թ.-ի փետրվարի 9-ի՝ կառավարության կողմից N 175-Ն որոշմամբ սահմանված Հանրային ներդրումային ծրագրերի վերհանման, մշակման, գնահատման և առաջնահերթությունների որոշման կարգը ամուր կարգավորման հիմք է ապահովում ներդրումային ծրագրերի մշակման և գնահատման համար, սակայն բյուջետավորման և իրականացման հետ կապված կապը դեռևս պատշաճ կերպով իրագործված չէ:

Թե՛ օրենսդրական շրջանակում, թե՛ գործնականում պահպանվում են որոշակի իրավական խնդիրներ, որոնք թույլ չեն տալիս համապատասխանեցնել և համահունչ դարձնել ՀՆԿ շրջանակը և բյուջետային գործընթացը: Մասնավորապես՝ բյուջետային համակարգի մասին օրենքում բացակայում է ներդրումային ծրագրի սահմանումը, իսկ ծրագրային բյուջետավորման դասակարգումը համապատասխան կարգավորում չի սահմանում բյուջետային ծրագրերի ու ներդրումային նախագծերի համար: Այս անհամապատասխանությունը թույլ է տալիս հանրային ներդրումային ծրագրերը ներառել պետական բյուջեում ՀՆԿ գործընթացից դուրս՝ խաթարելով դրա ՀՆԿ բարեփոխման ամբողջական իրականացումը:

2023 թ.-ի ՀՆԿ վերաբերյալ որոշումը ինստիտուցիոնալացնում է ՀՆԿ գործընթացը և ստեղծում է Հանրային ներդրումային կոմիտե, որին վերապահված է նախագծերի նախապատրաստման վերահսկողությունը։ «Բյուջետային համակարգի մասին» օրենքում համապատասխան սահմանումների, ինչպես նաև նախքան բյուջեում ներառվելը գնահատման գործընթացը պահպանելու պահանջի բացակայությունը հանգեցնում է ՀՆԿ բարեփոխումների դանդաղ և ոչ ամբողջական առաջընթացին: Առկա են դեպքեր, երբ հանրային ներդրումային ծրագրի սահմանմանը համապատասխանող կապիտալ ծախսերի առաջարկները դասակարգվում են որպես առկա բյուջետային ծրագրի մաս՝ դուրս գալով Հանրային ներդրումային ծրագրերի համապարփակ գնահատման գործընթացից:

Տվյալ նախագիծը նպատակ ունի կարգավորել Հանրային ներդրումային ծրագրերի վերհանման, մշակման, գնահատման և առաջնահերթությունների որոշման կարգի կապը «Բյուջետային համակարգի մասին» օրենքով կարգավորվող գործընթացների հետ և ամրացնել հանրային ներդրումային ծրագրերի կարգին համապատասխան գնահատման և ընտրության ընթացակարգին հետևելու պահանջը։ Նախագծով սահմանվել են «Հանրային ներդրում», «Հանրային ներդրումային ծրագիր» հասկացությունները։
