«Փաստ» օրաթերթը գրում է.

dzen.ru-ն «Փորձագետը բացատրել է Հայաստանի նախարարների կաբինետում տեղի ունեցած կադրային ջարդը» վերնագրով հոդվածում գրում է, որ հարցին, թե ինչո՞վ է պայմանավորված ՀՀ կառավարությունում հրաժարականների ալիքը, փորձել է պատասխանել Կովկասի հարցերով փորձագետ և քաղաքական վերլուծաբան Կարեն Իգիթյանը։ Փորձագետը չի բացառել, որ Հայաստանի մի շարք բարձրաստիճան պաշտոնյաների հեռացումը կապված է ԱՄՆ նորընտիր նախագահ Դոնալդ Թրամփի վարչակազմի հետ ավելի արդյունավետ փոխգործակցության համար նոր թիմ ձևավորելու՝ երկրի իշխանությունների մտադրության հետ։

Իգիթյանը նաև ուշադրություն է հրավիրել տեղեկատվական տարածքում շրջանառվող այն վարկածի վրա, թե վարչապետ Փաշինյանը կառավարությունում կադրային զտումներ է իրականացրել, որ ժողովրդին ցույց տա ներկայիս իշխանությանն իր «ընդդիմադիր լինելը»: Դրանով, այսպես ասած, նա իրենից հեռացնում է վերջին տարիների քաղաքական և տնտեսական ձախողումների պատասխանատվությունը: «Ընդդիմադիրի դերը հարազատ է Փաշինյանին: Վերջին տարիներին, լինելով երկրի դե ֆակտո ղեկավար, նա միշտ ընդդիմադիրի դեր է խաղացել. «սա ի՞նչ է», «ինչու՞ է դա այս վիճակում», «ովքե՞ր են նրանք»... Այնպիսի զգացողություն է, որ վարչապետը դեռ ընդդիմադիր է, և նա չէ, որ պարտավոր է լուծել բոլոր հարցերը, որոնք հնչեցվում են: Ինչ էլ որ լինի, դա շատ հարմար տակտիկա էր, առաջին մի քանի տարիներին դա աշխատեց, բայց չեմ կարծում, որ հիմա կստացվի»,- ընդգծել է Իգիթյանը։

Բայց այն վարկածը, որ հրաժարականների ալիքը պետք է դիտարկել ընտրությունների համատեքստում, քաղաքական վերլուծաբանը քիչ հավանական է համարում, չնայած նման կարծիք արտահայտվում է նաև ընդդիմադիր քաղաքական գործիչների կողմից։ Նախ՝ նրա մոտ հարց է առաջանում, որ եթե խոսքը նոր ընտրությունների նախապատրաստության մասին է, ապա ինչո՞ւ են աշխատանքից ազատվել կոնկրետ այս պաշտոնյաները, քանի որ նրանք հանրային գործիչներ չեն եղել և այս կամ այն հարցի շուրջ հաճախակի ելույթներ չեն ունեցել։ Երկրորդ հերթին՝ Իգիթյանի կարծիքով, Հայաստանում չի եղել ներքաղաքական օրակարգ այն մասին, որ ռեպրեսիվ ապարատի բոլոր «եժովները» պետք է ազատվեին աշխատանքից։ Ըստ այդմ, նա քիչ հավանական է համարում գալիք ընտրությունների նպատակով կառավարությունում «զտման» տարբերակը։

Իգիթյանը, սակայն, նշել է, որ չպետք է շտապել եզրակացություններ անել, քանի որ պաշտոնանկ արված պաշտոնյաները կարող են նշանակվել ոչ պակաս բարձր և պատասխանատու պաշտոններում։ «Կարծում եմ, որ դեռ վաղ է դա «կադրային ջարդ» անվանելը, քանի որ մենք չգիտենք, թե ինչ կլինի այդ մարդկանց հետ, հնարավոր է, որ նրանք ստանան այլ պաշտոններ, ինչպես եղավ Վրաստանում նախագահ Սաակաշվիլիի օրոք: Նաև այնքան էլ պարզ չէ, թե ի՞նչ նկատի ուներ Փաշինյանը՝ ասելով, որ դրսևորել է ոչ թե անձնական, այլ համակարգային մոտեցում»,- եզրափակել է քաղաքագետը։
