Կառավարության որոշմամբ՝ հաջորդ տարվա գարնանից Արցախից տեղահանվածների աջակցությունը կնվազի և կվերաբերվի կոնկրետ թիրախային խմբերին։ 2025 թ.-ի հունվար-մարտ ամիսներին դրամական աջակցությունը կկազմի 50 հազար դրամ և «40+10» ծրագիրը կգործի մինչև մարտ։

Թեմայի շուրջ Tert.am-ը զրուցել է «Հայաստան» խմբակցության պատգամավոր Լիլիթ Գալստյանի հետ՝ որոշման հնարավոր հետևանքների և այն խնդիրների մասին, որոնց առջև կկանգնեն ԼՂ-ից տեղահանված մեր հայրենակիցները:

Պատգամավորի կարծիքով՝ այս հարցը սոցիալ-տնտեսական համատեքստից զատ հատկապես բարոյական պատասխանատվության դաշտում է։

«Փաստորեն կառավարության  հաստատած որոշման համաձայն՝ փոխվում է  Արցախից բռնի տեղահանված մեր հայրենակիցների աջակցության ծրագիրը։  2025 թ.-ի ապրիլ ամսից աջակցության ծրագրից օգտվելու հնարավորություն կունենան միայն հատուկ խմբերի անձինք։ Բռնի տեղահահանված, ավելի ճիշտ՝ էթնիկ զտման ենթարկված մեր հայրենակիցների ճնշող մեծամասնությունը՝ 18-63 տարիքային խումբը, զրկվելու է 50 հազար դրամ աջակցության ծրագրից։

Այն, որ Փաշինյանի իշխանությունը խորը քաղաքական, տնտեսական ճգնաժամի մեջ է, վկայում են թվերն ու անխմբագրելի փաստերը՝ 150 մլրդ դրամի հարկային թերհավաքագրում, խոստացված տնտեսական աճից շեղում, գնաճ, գործազրկություն և այլն:  

Խնդիրը՝ սոցիալ-տնտեսական համատեքստից զատ, հատկապես բարոյական պատասխանատվության դաշտում է։ Մեր հայրենակիցները հայրենազրկվել և ունեզրկվել են հենց այս իշխանության վարած ձախողված և ամբողջովին սնանկ քաղաքականության հետևանքով։ Պնդել, թե մեկ տարում արցախահայությունը ինտեգրվել է Հայաստանում և նրանք կարող են ինքնուրույն սոցիալ-տնտեսական խնդիրներ լուծել, աշխատատեղ գտնել, պարզապես հիմնազուրկ է և անազնիվ»,- ասաց Գալստյանը:

Նրա կարծիքով՝ ակնհայտ է, որ այս կրճատումը պայմանավորված է նաև հաջորդ ֆինանսական տարվա ոչ լավատեսական սցենարներով։

«Հաջորդ ֆինանսական տարում առհասարակ թոշակների կամ աշխատավարձերի բարձրացում չի սպասվում, սպասվող գնաճի և տնտեսական տեմպերի պայմաններում բնականաբար մեծանալու է նաև գործազրկության թիվը։

Բայց այդ դեպքում բնական հարց ու ընդվզում է առաջանում՝ իսկ իշխող խմբակը ինչո՞ւ չի կարողանում հավասարակշռել ծախսերը, դրանք դարձնել արդյունավետ, թե՞ անհեթեթ ու բովանդակազուրկ միջոցառումների վրա միլիոնավոր դոլարներ ծախսելով կամ քամուն տալով՝ երկրում կեղծ օրակարգերի և կեղծ իրականության պատրանք է ստեղծում։ Էլ չեմ խոսում միլիոնների պարգևավճարների մասին»,- նշեց նա:

Գալստյանն ընդգծեց նաև, որ այս որոշումը կարող է հանգեցնել արցախցիների արտագաղթին։ «Հակաղարաբաղցիական ատելության խոսքի, անհանդուրժողականության վարքագծի պայմաններում անգամ ՔՊ-ական «էլիտայի» շրջանում և հայրենիքում անհրաժեշտ սոցիալական ու բարոյական աջակցություն չստանալով՝ արցախցիներից շատերը հարկադրված լքելու են Հայաստանը։ Սա երկրորդ ցավոտ հարվածն է լինելու մեր հավաքական շահերին»,- ասաց Լիլիթ Գալստյանը:  

Հիշեցնենք, որ այս որոշմամբ արդեն ապրիլից մինչև հունիս աջակցության չափը կնվազի և կկազմի 40 հազար դրամ, և այն կստանան կոնկրետ խմբեր՝ անչափահասները կամ 18 տարին լրացած, բայց բարձրագույն կրթություն ստացող քաղաքացիները, 63 տարեկանից բարձր տարիքի անձինք, կերակրողին կորցրածները և 1-ին ու 2-րդ կարգի հաշմանդամները։
