ԵԽԽՎ-ն պետք է պատժամիջոցներ կիրառի Ադրբեջանի նկատմամբ, օրինակ չհաստատելով պատվիրակության լիազորությունները։

Հարգելի գործընկերներ,
Մարդու իրավունքների պաշտպանությունն ու խթանումը Եվրոպայի խորհրդի և, մասնավորապես ԵԽԽՎ առանցքային խնդիրներից է: Իր գոյության ընթացքում այս կառույցը ջանք չի խնայել այս խնդրի լուծման համար: Չնայած, որ առկա է բավական առաջընթաց, ցավոք, այսօր ունենք մի իրավիճակ, երբ մարդու իրավունքների պաշտպանները հենց իրենք ունեն պաշտպանության կարիք: Այս տխուր իրականությունը մի շարք գործոնների հետևանք է:

Ինչպես նշված է զեկույցում, մարդու իրավունքների պաշտպաններին պաշտպանելու պատասխանատվությունը նախ և առաջ կրում է պետությունն: Բայց ինչ անել, երբ մի պետություն ոչ միայն շարունակաբար խախտում է մարդու իրավունքները, հալածում, ահաբեկում և ձերբակալում է մարդու իրավունքների պաշտպաններին, այլ նույնիսկ խոչընդոտում է մարդու իրավունքների պաշտպանների աշխատանքը: Եվ սա հռետորական հարց չէ:

Այսօր ի դեմս Ադրբեջանի մենք ունենք Եվրոպայի խորհրդի անդամ պետություն, որը կարող է մրցակցել և անցնել միջնադարյան բռնատիրական կարգերը՝ իր երկրում մարդու իրավունքների պաշտպանության անմխիթար իրավիճակով: Կցանկանայի ձեր ուշադրությունը հրավիրել Ադրբեջանական պարանոյաի վերջին օրինակներից մեկի վրա՝ կապված մարդու իրավունքների պաշտպանների հետ:

Շաբաթներ առաջ մեծ վրդովմունքի ալիք բարձրացավ Ադրբեջանում՝ երբ բրիտանացի փաստաբան Ամալ Քլունին հանձ առավ Խադիջա Իսմայիլովայի դատական գործը, ում մենք բոլոր գիտենք իբրև հետաքննող լրագրող, կառավարության ամենաակտիվ քննադատողներից մեկը և այժմ քաղաքական մեղադրանքներով ազատազրկված անձ: Քլունին առաջարկել է Մարդու իրավունքների Եվրոպական դատարանում վերաքննել Իսմայիլովայի կալանավորման հարցը: Ադրբեջանական մամուլը, որը փաստացի Ադրբեջանի ղեկավարության ուղղակի խոսնակն է, նորությանը բուռն արձագանքեց՝ մեղադրելով Քլունիին ամենատարբեր մեղքերի մեջ և նույնիսկ հայտարարեց, որ Ամալ Քլունին հայկական լոբբիստ է: Սա նոնսենս է:

Նորից ու նորից Ադրբեջանը փորձում է շեղել ԵԽԽՎ ուշադրությունը՝ հրահրելով կոնֆլիկտի հանգեցնող սադրիչ նախաձեռնություններ, փորձելով կոծկել սեփական երկրում առկա մարդու իրավունքերի պաշտպանությանն ուղղված սարսափելի իրավիճակը և նույնիսկ արդարացնել այն:

Մենք մեր Վեհաժողովում պետք է շատ զգոն լինենք, որպեսզի խուսափենք նման սին և թշվառ հնարքներից, ինչպես դա արեցինք 2 օր առաջ, և կենտրոնանաք մեր հիմնական առաքելության վրա: Ավելին՝ մեր Վեհաժողովը պետք է խստացնի մարդու իրավունքների պաշտպանությանն ուղղված իր գործողությունները, և հատկապես այս տարօրինակ երկրի պարագայում նախաձեռնի և իրականացնի համապատասխան գործողություններ, այդ թվում նաև պատժամիջոցների կիրառում, օրինակ, չհաստատելով Ադրբեջանի պատվիրակությանը լիազորությունները: Հակառակ դեպքում մարդու իրավունքների պաշտպանության հարցում իր պարտականությունները չկատարող այս պետության քաղաքական կամքի վրա հույս դնելը միամտություն է և կարող է վտանգավոր հետևանքներ ունենալ առաջին հերթին մարդու իրավունքների համար պայքարողների հարցում:
