Կառավարությունը նախատեսում է զոհված զինծառայողների ծնողների վերարտադրողական առողջության աջակցության շրջանակում փոխնակ մոր ծառայություններից օգտվելու ծախսերի փոխհատուցման առավելագույնը երկու հնարավորություն։ 

Նախագիծը հրապարակվել է «e-draft» իրավական ակտերի հրապարակման հարթակում։  

Այս փոփոխությունը բխում է զոհված զինծառայողների ընտանիքների համար վերարտադրողական առողջության ապահովման ծրագրի շրջանակում ընդլայնված աջակցության անհրաժեշտությունից։ Մինչ օրս փոխնակ մոր ծառայությունների համար փոխհատուցումը սահմանափակված էր մեկ անգամ։ Սակայն գործնականում առաջացել է նոր պահանջ՝ ապահովել ևս մեկ հնարավորություն փոխհատուցման համար։ 

Նախագիծը նախատեսում է թույլատրել շահառու ծնողներին օգտվել փոխնակ մոր ծառայությունների համար պետական փոխհատուցումից առավելագույնը երկու անգամ, խստացնել փաստաթղթերի ներկայացման կարգը՝ պահանջելով ընդգրկել արտամարմնային բեղմնավորման երկրորդ փորձի կամ փոխնակ մոր ծառայություններից օգտվելու վերաբերյալ Առողջապահության նախարարության տեղեկանքները։

Նախատեսվում է, որ 2025 թվականին փոխնակ մոր ծառայություններից երկրորդ անգամ օգտվելու համար դիմող շահառուների թիվը չի գերազանցի 2-3-ը, ինչը կպահանջի 11-16.5 մլն դրամ։ Այս միջոցները նախատեսված են 2025 թվականի պետական բյուջեի շրջանակներում, և նախագծի ընդունումը չի պահանջի լրացուցիչ ֆինանսական ռեսուրսներ։

Նախագծի ընդունման դեպքում շահառու ծնողները կունենան ավելի լայն հնարավորություն՝ իրացնելու իրենց վերարտադրողական իրավունքները։

Այս փոփոխությունը նպատակ ունի խթանել զոհված զինծառայողների ընտանիքների սոցիալական վերականգնումը, նպաստել ընտանիքների վերարտադրողական հնարավորությունների բարելավմանը։

Նախագիծը համահունչ է Կառավարության 2021-2026 թվականների ծրագրին, որն ուղղված է զինծառայողների ընտանիքների սոցիալական և առողջապահական աջակցության նոր մեխանիզմների ներդրմանը։

Նախագիծը ներկայացված է հանրային քննարկման «e-draft» հարթակում, որտեղ շահագրգիռ կողմերը կարող են ներկայացնել իրենց առաջարկները և կարծիքները։

Նախագիծն ուղղված է զոհված զինծառայողների ընտանիքների վերարտադրողական առողջության աջակցության համակարգի կատարելագործմանը՝ ստեղծելով ավելի շատ հնարավորություններ ընտանիքների համար։ Տեղեկությունների և առաջարկների քննարկումն ակտիվ կմնա մինչև համապատասխան որոշման ընդունումը։
