ՀՀ տարածքից դուրս որևէ օբյեկտի կամ հուշարձանի պաշտպանությունը ՀՀ պարտականությունը չէ․ Նիկոլ Փաշինյան

ՀՀ կառավարության պարտականությունների  մեջ է մտնում պատմամշակութային բոլոր հուշարձանների պահպանությունը, պաշտպանությունը, հանրահռչակումը և զարգացումը, բայց ես չեմ կարող ասել, որ ՀՀ-ից դուրս  որեւէ օբյեկտի, հուշարձանի պաշտպանությունը ՀՀ պարտականությունն է։ Այս մասին այսօր՝ դեկտոմբերի 4-ին, ԱԺ-ում հարցուպատասխանի ժամանակ ասաց Նիկոլ Փաշինյանը՝ պատասխանելով Արծվիկ Մինասյանի հացրին այն մասին, թե ինչպե՞ս կարող է վերջին հայտարարություններից հետո պնդել, որ ՀՀ պարտավորությունների մեջ է մտնում Հայաստանի տարածքից դուրս պատմամշակութային արժեքների պաշտպանությունը։

«Պարտականությունը կատարելու համար պետք է նաև որոշակի հնարավորություն լինի, հասանելիություն և լծակ։ Այս առումով ես չեմ կարող ասել, որ ՀՀ տարածքից դուրս որևէ օբյեկտի, հուշարձանի պաշտպանությունը Հայաստանի պարտականությունն է։ ՀՀ տարածքից դուրս հուշարձանների պահպանությունը Հայաստանի կառավարության օրակարգի հարց է, ընդ որում՝ ՀՀ կառավարության օրակարգային հարց է նաև գլոբալ մշակութային ժառանգության պահպանությունը, որովհետև Հայաստանը ՅՈՒՆԵՍԿՕ–ի լիարժեք անդամ պետություն է»,–հավելեց Փաշինյանը։

Արծվիկ Մինասյանի արձագանքին այն մասին, որ «Նիկոլ Փաշինյանն իր ելույթում արժեզրկել է բանակի սահմանադրական առաքելությունն ու Արցախի կորուստը հիմնավորել պետականության փրկության միակ ճիշտ քաղաքականությամբ», Նիկոլ Փաշինյանը պատասխանեց. «Ես նախկինում այս ամբիոնից խոսել եմիրավիճակի մասին եւ ասել եմ, որ Ղարաբաղի հարցը շատ արտաքին ուժեր օգտագործել են որպես Հայաստանի վզին գցած պարան: Հետո դուք մեկնաբանել եք, որ ես ասում եմ՝ Ղարաբաղը Հայաստանի վզին գցած պարան էր, ես այդպիսի բան չեմ ասել, ես ասել եմ : Ես ասում եմ՝ 2019 թվականի իրավիճակի բերումով Ղարաբաղի հարցի ցանկացած բանակցային առաջընթաց կարող էր լիներ մի ճանապարհով՝ ՀՀ անկախության հաշվին: Ես դա եմ ասում, ուրիշ բան չեմ ասում, ես էմոցիոնալ գնահատական չեմ տալիս իրադրությանը: Ես նախկինում ասել եմ, որ այդ պահի դրությամբ Ղարաբաղի հարցը, էդ պահի դրությամբ խնդիր էր դրված Հայաստանի հարցը: Ես ասել եմ, որ եթե մենք 2021 թվականի մայիսին առաջնորդվեինք այն տրամաբանությամբ, ինչ-որ դուք 2021 թվականի մայիսին առաջարկում էիք Ադրբեջանի ներխուժումից հետո, դա նշանակում էր ՀՀ լուծարում, որովհետեւ խորհրդարանը ցրված էր, կառավարությունը հրաժարական տված էր եւ մենք եթե այդ ժամանակ կրակեինք, այդ ժամանակ լինելու էր ռազմական էսկալացիա, Հայաստանում ընտրություններ տեղի չէին ունենա, օրինական իշխանություններ չէին ձեւավորվի եւ կարող էր օրինակ անվտանգային կազմակերպություն մտներ եւ Հայաստանում իրականացվեր անցումային կամ ժամանակավոր կառավարում»:
