«Փաստ» օրաթերթը գրում է.
Հայաստանի անվտանգային մարտահրավերներին արդյունավետ դիմակայելու նպատակով համապարփակ անվտանգության և պաշտպանության համակարգի ձևավորման հրամայականը մեկ անգամ ևս ընդգծվեց «ԱՐԱՐ» հիմնադրամի 10ամյակին նվիրված միջոցառումկոնֆերանսի ժամանակ: Կոնֆերանսը բավական տպավորիչ ու ներկայացուցչական է եղել. մասնակցել են հիմնադրամի գործընկեր կառույցների ներկայացուցիչներ, Սփյուռքից և Հայաստանից առաջատար փորձագետներ, ինչպես նաև հիմնադրամի բարեկամներ:
«Վերջին տարիներին աշխարհաքաղաքական զարգացումների խորությամբ ուսումնասիրումը մեզ հանգեցրել է միասնական այն համոզմունքին, որ նոր ձևավորվող աշխարհակարգում մեր նման սահմանափակ հնարավորություններով երկրներն այլընտրանք չունեն, քան առավելագույնս մոբիլիզացնել հանրային և մասնավոր ռեսուրսները, ինտելեկտուալ և տեխնոլոգիական կարողություններն ու լինել այնքան ուժեղ, որ թշնամիների համար դառնալ անհարմար և անմարսելի հակառակորդ, իսկ բարեկամների համար ցանկալի դաշնակից», - ասել է «ԱՐԱՐ» հիմնադրամի խորհրդի նախագահ Դավիթ Փախչանյանը:
Կոնֆերանսի քննարկման կենտրոնում էին նաև Հայաստանի տնտեսական անվտանգության խնդիրները, որի վերաբերյալ հետազոտության արդյունքները ներկայացրել է «Civitta Armenia»ի կառավարող գործընկեր Մանուկ Հերգնյանը։ Հետազոտության արդյունքում առաջին անգամ մշակվել է Հայաստանի տնտեսական անվտանգության և դիմակայունության գնահատման ամբողջական հայեցակարգ։ «Նոր աշխարհը և համապարփակ անվտանգային համակարգը. Հայաստանի մարտահրավերները» թեմայով քննարկմանը զեկուցումով է հանդես եկել Լոնդոնի համալսարանական քոլեջի դասախոս, միջազգային հարաբերությունների դոկտոր Էդուարդ Աբրահամյանը:
«Բազմաբևեռ աշխարհակարգը հղի է պատերազմներով և միջազգային հարաբերությունների կանոնների և համակարգի փոփոխմամբ։ Գոյաբանական սպառնալիքների այս տուրբուլենտ դարաշրջանը դիմակայելու համար Հայաստանի Հանրապետությանը անհրաժեշտ են ասիմետրիկ լուծումներ և նոր որակի համակարգեր, ինչպիսին է «Համապարփակ անվտանգային համակարգը»», իր խոսքում ասել է Աբրահամյանը։ Հավելենք, որ պանելային քննարկման ընթացքում «Համապարփակ պաշտպանության և անվտանգության համակարգի զարգացման» ՀԿ տնօրեն Արման Պողոսյանը, քաղաքագետ Գևորգ Մելիքյանը, «Բերդ» ՀԿ ներկայացուցիչ Արփի Թոփչյանը և «ԱՐԱՐ» հիմնադրամի համահիմնադիր Ավետիք Չալաբյանը քննարկեցին Հայաստանում համապարփակ պաշտպանության հայեցակարգի զարգացման խոչընդոտներն ու հնարավորությունները։
