Կսահմանվի հասցեի տրամադրման առավել արդյունավետ մեխանիզմ

Օրենսդրության կարգավորման ազգային կենտրոնն (ՕԿԱԿ) ուսումնասիրել է անշարժ գույքի կադաստրի ոլորտի կարգավորումները և կառավարությանը ներկայացրել առաջարկություններ համապատասխան ոլորտի կարգավորող իրավական ակտերի կրճատման, պարզեցման, մասնավորապես, դրանցով սահմանված տնտեսապես ոչ արդյունավետ և աննպատակահարմար մեխանիզմների կրճատման վերաբերյալ: Մասնավ որապես, կենտրոնի ղեկավար Արմեն Եղիազարյանը կառավարության նիստում նշեց՝ ընդունված որոշումներով առաջարկվում է սահմանել, որ նոր կառուցված շինություններին հասցեներ տրամադրվեն ավարտական ակտն ընդունելու ժամանակ, առանց դիմողի կողմից լրացուցիչ դիմումի ներկայացման, սահմանել հասցե տրամադրելու մերժման մասին որոշման վերաբերյալ դիմողին իրազեկելու ժամկետ:«Առաջարկվող փոփոխությունների արդյունքում կսահմանվի նոր կառուցված շինություններին հասցեի տրամադրման առավել արդյունավետ մեխանիզմ, կհստակեցվեն ժամկետները»,- «Արմենպրես»-ի հաղորդմամբ՝ ասաց Եղիազարյանը:
Միաժամանակ, նա նշեց, որ ՕԿԱԿ-ը ուսումնասիրել է նաև բնապահպանության ոլորտի կարգավորումները, մասնավորապես` թափոնների գոյացման, վերամշակման և օգտահանման օբյեկտների ռեեստրի վարման նպատակով հաշվետվությունների ներկայացման հետ կապված կարգավորումները, որոնք սահմանված են կառավարության համապատասխան որոշումներով:
Ըստ Եղիազարյանի, ուսումնասիրությունների արդյունքում բացահայտվել են մի շարք խնդիրներ, մասնավորապես, օբյեկտներին հնարավորություն չի ընձեռված հաշվետվությունները և տեղեկանքները ներկայացնել էլեկտրոնային տարբերակով: Կենտրոնն առաջարկել է լիազոր մարմնի համար՝ հաշվետվությունները թերի լինելու դեպքում լրամշակման ուղարկելու համար սահմանել 5 աշխատանքային օր ժամկետ, ինչպես նաև լիազոր մարմնին ապահովել թափոններ գոյացնող, վերամշակող և օգտահանող օբյեկտների ռեեստրային գրանցման հաշվետվությունների էլեկտրոնային ներկայացման հնարավորութ յուն: Նույն առաջարկություններն է ներկայացվել նաև թափոնների հեռացման վայրերի ռեեստրի վարման նպատակով ներկայացվող գրանցման թերթիկների ներկայացման կարգավորումների առումով:
