ԶԼՄ-ների իրավունքների խախտումները թիվը նախորդ տարի հասել է 105-ի

Խոսքի ազատության պաշտպանության կոմիտեի տվյալների համաձայն, 2015 թվականին լրատվամիջոցների և լրագրողների իրավունքների խախտումները 40-ով աճել են ՝2015-ին հասնելով  105 դեպքի: «Այս տարվա մեր զեկույցը ամենահաստափորն է դարձել, այսպիսի ծավալի զեկույց, որն 82 էջ է, չի եղել ԽԱՊԿ գործունեության 13 տարիների ընթացքում»,- «Արմենպրես»-ի հաղորդմամբ՝ լրագրողների հետ հանդիպմանն ասաց ԽԱՊԿ նախագահ ԱշոտՄելիքյանը:

Խախտումների աճը Մելիքյանը պայմանավորում է նրանով, որ 2015 թ. շատ լարված և բարդ ժամանակաշրջան էր ԶԼՄ-ների և լրագրողների համար: Բազմաթիվ խոչընդոտումներով և լրագրողների նկատմամբ բռնություններով: Ըստ նրա բավական է միայն հիշել հունիսի 23-ին Բաղրամյան պողոտայում տեղի ունեցած դեպքերը, երբ ցույցը ցրելիս, ոստիկանական  ստորաբաժանումները բռնություն էին կիրառել և բազմաթիվ խոչըդոտների դիմել լրագրողական գործունեությունը խանգարելու համար:

«Այդ միջադեպն իր ծավալներով աննախադեպ էր, քանի որ եթե նույնիսկ համեմատենք 2008 թ. մարտի 1-ի դեպքերի հետ, այնուամենայնիվ այդ իրադարձություններն իրենց ծավալով, լրագրողական գործունեության խոչընդոտումներով ավելին էին: Այդ օրը ֆիզիկական բռնության ենթարկվեցին 13 լրագրողներ և օպերատորներ տարբեր լրատվամիջոցներից և ևս 11-ի գործունեությունն այլ կերպ խոչընդոտվեց՝ ընդհուպ տեխնիկան ջարդելը, բերման ենթարկելը, հիշողության սարքերը վերցնելը և այլն»,- նշեց ԽԱՊԿ նախագահը:

Նրա համոզմամբ՝ միայն հունիսի 23-ի  իրադարձությունները բավական էին համարելու համար, որ  լրագրողների իրավունքների մասշտաբային խախտումներ են եղել, բայց մինչև հունիսի 23-ն էլ արդեն արձանագրվել էր 4 դեպք:

Մելիքյանը նշեց, որ լրագրողների նկատմամբ խախտումների դեպքեր են գրանցվել նաև օրենսդրական փոփոխությունների քարոզչության ժամանակհատվածում և հանրաքվեի օրը՝ դեկտեմբերի 6-ին: Արձանագրվել էր լրագրողների նկատմամբ ֆիզիկական բռնության 3, մասնագիտական գործունեության խոչընդոտման 12 դեպք:

2015 թվականին ԽԱՊԿ-ի ուսումնասիրությունների արդյունքում  արձանագրվել է, որ  լրագրողների նկատմամբ իրականացվել է ֆիզիկական բռնության 8 դեպք: Այս ցուցանիշը մեկով պակաս է 2014 թվականից, սակայն հարձակումներից տուժած լրագրողների քանակով 2015-ն  աննախադեպ էր: Այդ տարի ֆիզիկական բռնության են ենթարկվել տարբեր ԶԼՄ-ների    23 աշխատակիցներ՝ ի տարբերություն նախորդ տարվա 12-ի:

«2015թ. ընթացքում ԶԼՄ-ների եւ դրանց աշխատակիցների նկատմամբ տարաբնույթ ճնշումների թիվը հասավ 67-ի, ինչը 24-ով ավելի էր 2014 թվականի համեմատությամբ: Դրանցից 15-ը 2015 թ. ընթացքում ԶԼՄ-ների ներգրավվածությամբ դատական գործերն են՝ ՀՀ քաղաքացիական օրենսգրքի 1087.1 հոդվածով նախատեսված՝ վիրավորանքի եւ զրպարտության հիմքով»,- ասաց նա՝ հավելելով, որ 2015 թվականին ԽԱՊԿ-ն արձանագրել է տեղեկություններ ստանալու ու տարածելու իրավունքի խախտումների 30 դեպք:
