Պարեկային ծառայողներն արցախցիների նկատմամբ ունեն «յուրահատուկ» վերաբերմունք․ փաստաբան

Արցախցի փաստաբան Ռոման Երիցյանը գրում է.
«Գաղտնիք չէ, որ պարեկային ծառայողներն արցախցիների նկատմամբ ունեն «յուրահատուկ» վերաբերմունք։
Արցախցիներին և պարեկային ծառայողների ապօրինի վարչարարությունից տուժած բոլոր քաղաքացիներին առաջարկում եմ նմանատիպ վերաբերմունքի արժանանալիս հետայսու վերջիններիս ցուցադրել ստորև հրապարակված գրությունները, որոնցից մեկում պարեկային ծառայողին կարգապահական պատասխանատվության ենթարկելու դիմումին ի պատասխան վարույթն իրականացնող մարմինը տեղեկացնում է դիմումը բավարարելու և պարեկային ծառայողին կարգապահական պատասխանատվության ենթարկելու մասին, իսկ երկրորդում՝ արձանագրում պարեկային ծառայողների կողմից կարգապահական խախտումներ թույլ տալու փաստը, սակայն ներում վերջիններիս՝ խախտումն առաջին անգամ թույլ տրված լինելու և այդ կապակցությամբ անկեղծորեն զղջացած հիմքով։
Ի դեպ, երկրորդի հետ կտրականապես համաձայն չեմ՝ պայմանավորված, նախ՝ խախտման կարգազանցության աստիճանով և երկրորդ՝ միանգամից մի քանի կարգապահական խախտում թույլ տրված լինելու պատճառներով։
«ՀՀ ոստիկանության կարգապահական կանոնագիրքը հաստատելու մաասին» ՀՀ օրենքի 16-րդ հոդվածի համաձայն՝ ծառայողական քննություն նշանակող անձի որոշմամբ կարգապահական խախտում կատարած ոստիկանության ծառայողը կարող է ազատվել կարգապահական տույժից, եթե նման արարք կատարել է առաջին անգամ, կամ կարգապահական խախտում կատարած ոստիկանության ծառայողն անկեղծորեն զղջացել է, ներողություն է խնդրել կոլեկտիվից կամ տուժողից կամ կամավոր հատուցել է իրավախախտմամբ պատճառված վնասը»:
