ՆԳ նախարար Արփինե Սարգսյանը դեկտեմբերի 11-ին ընդունել է Եվրոպայի խորհրդի խորհրդարանական վեհաժողովում Կիպրոսի պատվիրակության անդամ, ՄԻԵԴ վճիռների կատարման հարցերով զեկուցող Կոնստանտինոս Էֆսթաթիոնի գլխավորած պատվիրակությանը։ հայտնում են ՀՀ ՆԳՆ մամուլի ծառայությունից:
Հանդիպմանը մասնակցում էր ԱԺ պետական-իրավական հարցերի մշտական հանձնաժողովի նախագահ Վլադիմիր Վարդանյանը։
ՆԳ նախարարն ընդգծել է, որ ՄԻԵԴ վճիռների արդյունավետ կատարումը միջոց է Հայաստանի Հանրապետությունում մարդու իրավունքների պաշտպանության առավել բարձր երաշխիք ապահովելու գործում:
Անդրադառնալով մի շարք գործերով ՄԻԵԴ վճիռներով արձանագրված խախտումներին՝ Արփինե Սարգսյանը մատնանշել է ՆԳ նախարարության մանդատի շրջանակում ինստիտուցիոնալ մեխանիզմներ ձևավորելու ուղղությամբ գործիքակազմերն ու անելիքները։
Խոսելով համաչափ ուժի կիրառման ստանդարտի ներդրման մասին՝ ՆԳ նախարարն առանձնացրել է Աժ կողմից Ոստիկանության գվարդիայի ձևավորման նախագծերի փաթեթի ընդունումը, ինչը թույլ կտա նոր մոտեցմամբ ապահովել հավաքների ազատության իրավունքի արդյունավետ իրացումը։ Այդ համատեքստում ՆԳ նախարարը կարևորել է անձնակազմի կարողությունների զարգացմանն ուղղված վերապատրաստումները։ Արձանագրվել է, որ նախագծի մասով ստացվել է Եվրոպայի խորհրդի միջազգային փորձագիտական դրական գնահատականը:
Բարձր գնահատելով ՄԻԵԴ վճիռների կատարման ուղղությամբ ՆԳ նախարարության քայլերը՝ Կոնստանտինոս Էֆսթաթիոնը կարևորել է մի շարք ուղղություններով օրենսդրական դաշտի լավարկման գործընթացը՝ դրական գնահատելով մինչ այժմ կատարված աշխատանքը:
Կողմերը քննարկել են վատ վերաբերմունքի առերևույթ դրսևորումների պատշաճ արձանագրման, ձերբակալվածների պահման վայրերի պայմանների բարելավման, ոստիկանության բաժինները տեսանկարահանող սարքավորումներով ապահովելու, ինչպես նաև փոխադարձ հետաքրքրություն ներկայացնող այլ հարցեր։ Քննարկման առարկա են դարձել նաև ընդդեմ Հայաստանի Հանրապետության խմբային գործերով ձեռնարկված միջոցառումների դրական արդյունքները:
