Երբ Ռաֆայել Լեմկինը սահմանեց ցեղասպանության եզրույթը, այս հանցանքն ուներ տարբեր անուններ, բայց չուներ ոչ պատժի միջազգային երաշխիքներ, ոչ էլ կանխարգելման իրավական գործիքներ։
Այս մասին Երևանում արդեն 5-րդ անգամ անցկացվող «Ընդդեմ ցեղասպանության հանցագործության» գլոբալ ֆորումին ասաց ՀՀ նախագահ Վահագն Խաչատուրյանը:
«ՀՀ-ն, որպես Հայոց ցեղասպանության արհավիրքի միջով անցած ժողովրդի ժառանգների պետություն, իր անկախացումից և ՄԱԿ-ին անդամակցումից ի վեր առաջամարտիկի դեր էր ստանձնել միջազգային բազմակողմ հարթակներում, ցեղասպանությունների կանխարգելման պատժի ու զոհերի հիշատակի հարցերն առաջ մղելու գործում։ Շուրջ 10 տարվա ընթացքում ընդդեմ ցեղասպանության հանցագործության գլոբալ ֆորումը մեկտեղել է քաղաքական առաջնորդներին, ոլորտի խոշորագույն գիտնականների, քաղաքացիական հասարակության զոհերի և վերապրածների շահերի պաշտպանների ձայները, տեսլականը, ահազանգն ու կոչը այլևս երբեքի խոստումն անշրջելի իրողություն դարձնելու համար»,- ասաց Խաչատուրյանը:
Նախագահն ընդգծեց, որ միջազգային քաղաքականության և պատմության ամենակնճռոտ ու հրատապ խնդրի շուրջ քննարկումներ ու լուծումներ գտնելու այս նախաձեռնությունը կայացած ու հաջողված ձևաչափ է, բայց, ցավալիորեն, մարդկության դեմ ոճրագործությունները, ցեղասպանությունները և դրանց կրկնության վտանգն այսօր շարունակում է մնալ առավել, քան արդիական։
«Ցեղասպանությունների կանխարգելումը, խաղաղ բնակչության պաշտպանությունը, միջազգային իրավունքի նկատմամբ հարգանքը, անպատժելիության բացառումն առաջին հերթին պետությունների պատասխանատվությունն է։ Այսօր մեր պետության սկզբունքային դիրքորոշումը խաղաղության կառուցումն ու պահպանումն է՝ հիմնված իրավունքահեն լուծումների և արդարության միջազգային կայուն համակարգի վրա։
Համակարգի, որ ի վիճակի է արձանագրել մարդու իրավունքների ոտնահարումը, ոճրագործությունների առաջնային նշանները ու համաչափ արձագանք տալ դրանց։ Մենք վստահ ենք, որ վաղ կանխարգելումը միջազգային անվտանգության գործուն համակարգ ունենալու հիմնասյուներից մեկը պետք է լինի»,- նշեց նա:
