ՀՀ ոչ մի քաղաքացի իր ընտանիքի համար Հաշվի առնելով առկա իրավիճակը, դրա հետևանքով առաջացող սոցիալական խնդիրներն ու անհուսալի վարկեր ունեցող վարկառուներին ոչ ֆորմալ (ստվերային) զբաղվածությունից դուրս բերելու և նրանց տնտեսական ակտիվությունը վերականգնելու անհրաժեշտությունը՝ Կառավարությունն այսօր որոշեց աջակցել այն վարկառու ֆիզիկական անձանց, որոնց բոլոր վարկերը 3 և ավելի տարի է դասակարգված է անհուսալի դասով, և, միևնույն ժամանակ, մայր գումարի գծով պարտավորությունը չի գերազանցում 1 մլն ՀՀ դրամը կամ դրան համարժեք արտարժույթը։

«Վերոնշյալ թիրախային խմբում ընդգրկված է շուրջ 218,000 անձ, որոնց 65%-ի տարիքը գտնվում է 26-ից 50 միջակայքում (աշխատունակության ամենաակտիվ տարիքային շրջան), իսկ մեկ անձի հաշվով միջին վարկային բեռը՝ 774 հազ. դրամ (այդ թվում՝ մայր գումարը, տոկոսագումարը, տույժերն ու տուգանքները)։ Ընդ որում, ակնկալվում է, որ ծրագրի գործարկման դեպքում վարկը տրամադրած ֆինանսական կազմակերպությունները կներեն շահառուների՝ վարկի գծով առաջացած տույժերն ու տուգանքները՝ 80%-ի չափով, ինչի հաշվառմամբ մեկ անձի գծով մարման ենթակա վարկային բեռը կկազմի 434,600 դրամ։ Նշված խմբի ճնշող մեծամասնությունը, ըստ էության, դուրս է մնացել տնտեսական ակտիվությունից, այդ թվում՝ չի կարողանում օգտվել ժամանակակից ֆինանսական գործիքներից (կատարել անկանխիկ գործարքներ, վարկ վերցնել, խնայողություններ կուտակել և այլն), իր աշխատանքից չի վճարում սոցիալական վճարներ և հարկեր, այդպիսով նաև զրկվում է կենսաթոշակային առավել բարենպաստ երաշխիքներից (չի կատարում կուտակումներ կուտակային կենսաթոշակային համակարգում), իսկ ավելի բարձր խմբերի դեպքում՝ նաև տեղի չի ունենում ստաժի կուտակում։

Ելնելով վերոգրյալից, ինչպես նաև հաշվի առնելով բարեխիղճ վարկառուների վրա վարքագծային բացասական ազդեցություն չունենալու և սոցիալական անարդարության զգացում չհաղորդելու կարևորությունը՝ պոտենցիալ շահառուների թիրախ է առաջարկվում դիտարկել այն վարկառու ֆիզիկական անձանց, որոնց բոլոր վարկերը 3 և ավելի տարի է դասակարգված է անհուսալի դասով, ովքեր, ըստ էության, տևական ժամանակ է չեն կարողանում դուրս գալ իրավիճակից և անհրաժեշտություն է առաջացել աջակցել վերջիններիս՝ վերականգնելու իրենց տնտեսական դերը սոցիալ-տնտեսական կյանքում։

Այսպիսով, առաջարկվում է.

  • շահառուին տրամադրել ֆինանսական աջակցություն՝ շահառուի ձեռք բերվելիք ֆորմալ զբաղվածության արդյունքում ձևավորված աշխատավարձից և դրան հավասարեցված վճարումներից հաշվարկված եկամտային հարկի գումարի չափով, որը կուղղվի շահառուի անհուսալի վարկային պարտավորության մարմանը,
  • ֆինանսական աջակցությունը տրամադրել առավելագույնը 24 ամիս ժամկետով` սկսած շահառու դառնալուն հաջորդող ամսվա 1-ից,
  • շահառու ճանաչվելու դեպքում աշխատավարձից բռնագանձվող գումարի չափը սահմանել 20%՝ 24 ամիս ժամկետով»,-նշվում է որոշման հիմնավորման մեջ։
