Լրացուցիչ միջոցներ մշակույթի ոլորտին. գործիչների խրախուսում, դպրոցական բաժանորդային ծրագիր և այլ միջոցառումներ

Կառավարության որոշմամբ նախատեսվում է 2024 թ. պետբյուջեով ՀՀ կրթության, գիտության, մշակույթի և սպորտի նախարարությանը հատկացված միջոցների հաշվին կատարել վերաբաշխում:           

Որոշման ընդունումը պայմանավորված է Մշակույթի զարգացման հիմնադրամի գործունեության պատշաճ կազմակերպման անհրաժեշտությամբ, ինչպես նաև «Հեղինակային երգի հանրապետական մրցույթ-փառատոն» և «Ջերմ Ամանոր Ջերմուկում» համերգ-տոնավաճառի, «Դպրոցական բաժանորդային համակարգ» ծրագրերի իրականացմամբ: Նույն որոշմամբ միջոցներ են հատկացվել նաև հեղինակավոր միջազգային փառատոներին և մրցույթներին մասնակցած մշակույթի գործիչներին խրախուսում տրամադրելու նպատակով:

Համաձայն որոշման՝ լրացուցիչ ֆինանսավորում կտրվի Մշակույթի զարգացման հիմնադրամին թանգարանների կառավարման միասնական մոդելի գործարկման նպատակով: Այդ մոդելը նախատեսում է տարբեր գործառույթների մեկտեղում և իրականացում հիմնադրամի կողմից, ինչը հնարավորություն կտա ավելի արդյունավետ կազմակերպել թանգարանային գործունեությունը: Ոլորտի կառավարման նոր համապարփակ մոտեցմամբ ապահովվելու է տարբեր գործառույթների ինտեգրում, որը կբարելավի ընդհանուր աշխատանքի արդյունավետությունը:

Նախատեսվում է նաև կազմակերպել «Հեղինակային երգի հանրապետական մրցույթ-փառատոն» և «Ջերմ Ամանոր Ջերմուկում» համերգ-տոնավաճառ» ծրագրերը, որոնք նպատակ ունեն բացահայտել երիտասարդ կատարողներին՝ խթանելով նրանց ստեղծագործական գործունեությունը: Միջոցառումը թույլ կտա նորահայտ երիտասարդ կատարողների համար ստեղծել մշակութային հարթակ, մրցանակներով խրախուսել մրցույթ-փառատոնի լավագույն մասնակիցներին, ինչպես նաև Ջերմուկ քաղաքում ապահովել ամանորյա տոնական միջոցառում:

Նույն որոշման շրջանակում, համաձայն ՀՀ կառավարության 2024 թվականի փետրվարի 29-ի N 305-L որոշմամբ հաստատված մշակույթի ոլորտի միջազգային հեղինակավոր փառատոների և մրցանակաբաշխությունների մասնակցած և մրցանակի արժանացած մշակույթի գործիչներին դրամական խրախուսում տրամադրելու կարգի, դրամական խրախուսումներ կտրվեն «Հոշկի ֆիլմ» ՍՊԸ-ին՝ ՖԻԱՊՖ-ի կողմից որակավորված (ըստ ուղղվածության) Տամպերե միջազգային կինոփառատոնին, «Բումերանգ մեդիա.ամ» ՍՊԸ-ին՝ ՖԻԱՊՖ-ի կողմից որակավորված Վենետիկի միջազգային կինոփառատոնին, ինչպես նաև Նարինե Գրիգորյանին՝ Ա.Պ. Չեխովի անվան միջազգային թատերական փառատոնին (Չեխովյան փառատոն) մասնակցելու համար։ Խրախուսումը  միտված է արժևորելու մշակույթի և ստեղծարար ոլորտի ձեռքբերումները, բարձրացնելու գեղարվեստական և մշակութային արդյունքի ճանաչելիությունը, նպաստելու մշակույթի գործիչների համար բարենպաստ միջավայրի ձևավորմանը, մշակույթի ոլորտներում պետական խրախուսման մեխանիզմների ներդրմանը։

Դպրոցական բաժանորդային համակարգ ծրագրի շրջանակում փոխհատուցում է հատկացվելու 2024 թվականի երկրորդ և երրորդ եռամսյակների ընթացքում թանգարանների, թատրոնների և համերգային կազմակերպությունների կողմից մատուցված ծառայությունների դիմաց:
